2Some Recent Trends . .
- In recent years, recruitment for software
professionals has been one of the highest among
all professional tracks
- As a result of high demand of Software
professionals, the salary level of IT
professionals are growing very fast during recent
times
- Enrollment in Computer Science programs (in
private Universities) are declining alarmingly
during last few years.
- Because of the high skill shortage of Software
professionals in other developed countries, every
year significant number (over 1,000 per year) of
IT professionals are going abroad getting jobs.

the total IT Jobs
Who Employs Software Professionals?
- Software Companies (export and domestic)
- Telecom Companies
- ISPs
- Business Houses NGOs having IT departments
- Banks
4According to BASIS Survey-
Currently more than 12,000 Software Professionals
are employed in over 400 registered Software
Companies.
The Average Growth of Software Industry and
Recruitment Need is expected to be more than 50
per year during next few years.
Growth will be driven by Export (currently more
than 100 companies exporting in 30 countries-
avg. yearly growth in export during last 5 years
has been 62.5) as well as large scale software
projects in domestic market (e-Governance,
Telecom application etc.)
5Demand Vs. Supply
Demand -
- With a Growth forecast of 50, every year the
software industry will require 5,000-6,000 new
software professionals. If the number of overseas
employment increases, this number will increase
further.
Supply -
Currently, the yearly number of computer science
graduates from all the Universities are less than
2,500
6CHALLANGES Ahead..
- If the Supply Side Problems are not addressed
immediately, the shortage of software
professionals can further increase salary level
, eroding the competitiveness compared to other
low cost countries (e.g. Vietnam)

- Attracting the BEST and RIGHT talent to Software
area is very important - No. of HSC Pass-outs Around 3.5 lakh yearly
Only 10-15 take Science Subject

- Generating the QUALITY along with the QUANTITY
is equally important. - Unfortunately, a lot of graduates coming out of
both public University and private University
cannot be employed by the industry because of
lack of Industry Oriented Skills as well as
poor foundation level knowledge

- Address the structural problem of low number of
science students at secondary and higher
secondary level.
- Increase the Number of CS graduate producing
capacity, mainly in public universities and
colleges
- Attract the BEST and RIGHT Talents through
special assistance (e.g. education loan) and
incentive (scholarship)

- Monitoring of quality and relevance of technical
education
- Special program targeting the graduates for
making them industry ready for software
industry
- Targeted Crash Program for bringing graduates
from other subjects (like math, physics,
statistics) into software fields
11Suggested Action Plans . .
(Implementing Authority Ministry of Education)
- 1. All the public Universities in the country
should increase (at least double) the number of
seats at the computer science (CS)/ computer
engineering programs. The lab infrastructure
should be prepared for that and enough teachers
should be recruited. - 2. The regional public sector colleges that offer
degree programs should introduce Computer Science
program. Currently, these colleges do not offer
CS programs. The lab infrastructure should be
prepared for that and enough teachers should be
recruited.

- 3. One year post graduate diploma programs on
computer science should be offered by public
Universities where graduates from different
science subjects (like physics, math,
statistics) can enroll.

- 4. UGC (University Grants Commission) should play
an important role in monitoring the quality of
education in CS programs offered by both public
and private universities

For Attracting the BEST and RIGHT Talent
- 5. Scholarship for students who have higher math
caliber. The students who scores high at SSC/HSC
level at math and other science subjects should
be encouraged to enroll in CS programs. Govt.
should offer special scholarships so that these
students are enrolled in CS programs. - 7. In case of private Universities, UGC should
direct private Universities to allocate certain
portion (currently there is no certain
allocation) of their scholarship (based on merit)
for the students who are enrolling in CS
programs. This will increase the overall
enrollment in CS programs.
15Suggested Action Plans . .
- 8. To make the fresh graduates industry ready
after their graduation, finishing school
should be set up with the joint participation of
industry, academia and Government. The objective
of this finishing school will be to offer
short programs (for professional skill
development) to the graduates in line with
actual industry needs. Already a project concept
titled ICT Professionals Skill Assessment and
Enhancement Program (IPSAEP) has been prepared
by joint initiative. Govt. should immediately
implement it.

16Suggested Action Plans . .
- 9. Long term (5-10 years) education loan at low
interest rate should be introduced by commercial
banks that will be available for students willing
to get enroll in CS and other IT programs. The
pay- back of the loans will be after the
graduation. Bangladesh Bank should provide the
commercial banks a lump sum amount (like house
building loan) for this loan facility. -

17Suggested Action Plans . .
- 10. There is no alternative of increased
investment in primary and secondary education. - No. of Quality teachers (mainly in Math and
English) should be increased to ensure the
PIPELINE of talents for all knowledge based
industry like software and IT enabled services.
18What is POSSIBLE?
- By 2012, the total number of employment in the
industry can be increased to - over 50,000
- (avg. salary of over US 300/month)
- making it the
- largest graduate employer
- private sector in the economy.
