4These Are Epic Times for Physical Education in
California
- The adoption of the Physical Education Model
Content Standards for California Public Schools
by the State Board of Education in January 2005
has elevated physical education to a new status
in our educational system. It is imperative that
we maximize this opportunity to move toward a new
vision.
5New Tools Grow New Leaders
- When people understand where we are going - -
they can help us get there! - The standards provide school leaders, parents,
and others with an opportunity to REALLY
understand what physical education is about, and
make good decisions about how they support it.
6New Tools Grow New Leaders
- The standards allow school leaders to develop an
environment of expectation for physical education
instruction. - Standards provide for focused, careful planning
for the use of resources (time, facilities,
equipment, etc.)
7The Standards . . .
- Communicate what each student should know and be
able to do. As a result. . . - We have greater accountability and visibility for
our work. - We have new systems and practices to implement
- The outcomes of our work will be more visible
than ever!
8Physical Education Framework
- A committee of teachers and administrators is
currently in the process of writing a new
physical education framework that is based on the
content standards. The first draft will be
available for review later this year. - Because we have only had a framework (and not
standards) in the past it is important to take a
closer look at the relationship between the
standards and frameworks.
9Physical Education Framework
- The Content Standards communicate what students
should know and be able to do at each grade level
in physical education. The standards are not a
list of things to teach, but rather, a list of
things that each student is expected to learn. - The Framework communicates the how to implement
the standards and provides a guide for developing
high quality physical education instructional
programs.
10Physical Education Framework
- When the first draft of the framework becomes
available later this year, there will be a period
of time when professionals and the public can
provide feedback to the process. It will be
important that each physical educator gets
involved in this process. - Put this on your TO DO list now!
11New Expectations for Physical Education
- The shift from traditional practice to
standards-based practice . . . . . . . . - Changes the way WE think about our work - student
learning must be our foundation - Demands that WE provide professional support for
a cultural change around our work its not
business as usual!
12New Expectations for Physical Education
- All of US working together are stronger than some
of us working alone or in opposition. - We have been asking school administrators to
support the challenge before us with the
suggestion that its time to begin anew and that
means throwing out the bath water, the baby, and
the bubbles!
13Lets Get Started !
- It seems we always need the MMs to get new
efforts underway. . . . . . - Motivation
-
- Money
- Looks Like WE now have those things . . . . . .
14The Money To Get Us Started
- There are two new funding sources in the
2006-07 California Budget related to Physical
Education.
The Physical Education Teacher Incentive Grant
Program
Art, Music, and Physical Education Block Grant
15Physical Education Teacher Incentive Grant Program
- 40 million which is designated for the hiring of
additional physical education teachers.
Approximately 1,100 teachers will be hired with
these funds. - These are on-going funds they will be
- in the state budget on an on-going basis
- and are a top priority of the Governor.
16Physical Education Teacher Incentive Grant Program
- This is a grant program that will provide
- 35,000 to each school that is awarded a
- grant.
- Districts will apply for these grants on
- behalf of their schools, and an application
- will be required. It is estimated that the
application will become available in late - March 2007.
17Physical Education Teacher Incentive Grant Program
- Teachers who are hired with these funds must hold
physical education single subject teaching
credentials and will provide physical education
instruction for students in any of grades K-8.
18Physical Education Teacher Incentive Grant Program
- If more than 1,100 applications are submitted,
then schools will be selected to receive the
funds via a random selection process. - The random selection process will include three
variables - Type of school (Elementary, middle, etc.)
- Size of school (based on school enrollment)
- Geographic location of the school
19Physical Education Teacher Incentive Grant Program
- One physical education teacher can provide all of
the required (200 every 10 school days) physical
education instructional minutes for 15 classes of
elementary students.
20Physical Education Teacher Incentive Grant Program
- The Physical Education Teacher
- Incentive Grant Program
- 40 Million
- Physical Education Teachers
- Grades K-8
21Arts, Music, Physical Education Block Grant
500 Million Dollars Physical Education AND Visua
l and Performing Arts Instructional Programs
22Arts, Music, Physical Education Block Grant
- This funding will be released to school districts
in April 2007. It is designated for distribution
to districts one time only. - The total amount of funding for all California
schools is 500 Million Dollars.
23Arts, Music, Physical Education Block Grant
- School districts must expend a minimum of
2,500.00 per school site. They may purchase
district wide programs with these funds and share
those with the schools, thus fulfilling their
requirements. - There is no deadline by which these funds must be
spent however, state funds are typically
available for three years.
24Arts, Music, Physical Education Block Grant
- The funds may be spent on the following for both
instructional areas - Professional development
- Equipment and Supplies
Physical Education AND Visual and Performing
Arts Instructional Programs
25Arts, Music, Physical Education Block Grant
- Professional Development is
- Long term sequential programs
- Not one day events
- Embedded in the daily work of teachers
- The most effective way to impact student learning
26Arts, Music, Physical Education Block Grant
- Equipment and Supplies
- Student to equipment ratio is no more than 21
for best results. - Think investment most physical education
equipment has a short life span. - Must be portable to be considered equipment and
supplies.
27Arts, Music, Physical Education Block Grant
- Common misunderstanding of the allowed
expenditures include - Facilities or facilities upgrades
- Non instructional programs (after school, etc)
- Hiring staff
- Permanent equipment (storage sheds, etc.)
- These are NOT allowed expenditures!
- Even if they are for physical education and arts
28Additional New Funding Every Physical Educator
Should Know About
- Art and Music Block Grant
- 105 million in on-going funds (the district
will receive this money each year) - For equipment, supplies, hiring staff and
professional development. This money has already
been sent out to districts.
29Additional New Funding Every Physical Educator
Should Know About
- Discretionary Block Grant
- Over 500 million
- Schools districts may use these funds as they
choose. Physical education projects could be
included if the local decision considered and
accepted that.
30Five Easy Steps for You to MAZIMIZE These
Opportunities
- Make sure youre clear on the opportunities and
resources www.cahperd.org or www.cde.gov - Create a collaborative environment and join
forces your on site colleagues (visual and
performing arts and physical education), district
and regional professionals.
31MAXIMIZE These Opportunities
- Build a plan
- Write a clear plan that articulates your specific
professional needs and vision. - Share the plan
- Schedule times and dates to present your needs
and vision to site teachers, administrator,
district office, school board, and parents. - Aggressively initiate the plan. Just do it!
32Essentials for a 5 year Plan
- Develop your Plan around this Common Goal From
current practice to standards-based instruction
in each class within five years. - Clearly outline each of these for each activity
on the plan. - What?
- When?
- Where?
- How and how funded?
33Essentials for a 5 year Plan
- Accurately assess your needs to guarantee arrival
at your destination. - Allow the full five years, you will need it!
- Remember equipment and supplies do not last
long, a well trained teacher is the most
effective way to address the learning of students.
34NOW What Do I Do?
- Take the 24 hour challenge to Action
- Begin today by making a plan.
- Schedule meetings with like-minded colleagues.
- Develop an Internal strategic plan.and identify
the strategic players. - (colleagues, administrators, district
office, school board, and parents)
35NOW What Do I Do?
- Spread the word, inform your colleagues district
wide.Whether they buy into it or not! - Accurate information is critical and full of
beneficial potential. - Strategies to work with colleagues in the arts
will be far more effective if all the physical
educators are on board.
36NOW What Do I Do?
- Align your needs and vision to provide the
opportunity to implement standards-based physical
education instruction in your school. - Implement the 5 Strategic Steps.
37Over Coming the Ya ButsQuiz/Review Time!
- Do I have a say so in the spending of these
monies? - Most definitely, but it is up to you. We have
this incredible window of opportunity, thats
just waiting for you to take full advantage of. - What if my site administrator suggests painting a
new school spirit logo on the gym walls? - It is stated clearly in the language of the
one-time funds 1) professional development 2)
equipment 3) supplies equipment and supplies
must be portable and not attached
38Over Coming the Ya ButsQuiz/Review Time!
- The district office is calling for the purchasing
of new uniforms for all the high school athletic
teams? - The funds are for physical education
instructional programs, not extra curricular
activities. - The district wants to buy new curricula for the
elementary schools? - We have standards to guide those decisions.
Careful consideration of what is
standards-based is important. Keep the focus
as a K-12 perspective on all levels guided by
physical education professionals.
39Over Coming the Ya ButsQuiz/Review Time!
- What are choices if the district is proposing
spending 80 of these funds on Music? - Aggressively initiate the plan to make your needs
heard. Your engagement in the process can/might
help prevent this from happening. - Should fitness assessment be paid for with these
one funds? - State funds already exist for FITNESSGRAM
supplies and training.
40Over Coming the Ya ButsQuiz/Review Time!
- Can we train our coaches and athletic trainers
with these monies? - Professional development is for credentialed
physical educators to learn and implement
standards based instruction. - State funds already exist for Fitnessgram
supplies and training. - How soon do these funds need to be spent? In
other words is it Use it or Lose itsituation? - There is no timeline for the expenditure of the
one time funds, though timing is critical. You
need to be involved in this process from the
start.
41Over Coming the Ya ButsQuiz/Review Time!
Can these funds be used to pay for our Standards
professional development ? YES, a its a great
opportunity to get the standards professional
development series started.
42New Vision for Physical Education

- We can now put our dreams into reality
- Its not about me the teacher, its about the
children weve been given charge of, and their
educational opportunities. - It will require your engagement and some time
the outcome is well worth it. - WE have the opportunity before us to make great
advances in our daily impact on our students.
44Never Before!
- These unique opportunities provide us with the
resources we have long needed, now its time to
get started with planning, reaching for and
developing the vision. - It is a time for LEADERSHIP for all of us, we
