- Announced by Secretary Ridge, March 2004.
- Homeland Security Operations Center's primary
suite of tools for information sharing,
coordination, planning, mitigation, and
response. - In a memo from Secretary Chertoff, HSIN was made
the primary system for operational information
sharing and collaboration within DHS and with our
security partners, January 9, 2006.

DHSs goal is to deploy HSIN to all 13 critical
sectors and four Key Resource Areas as defined by
Homeland Security Presidential Directive (HSPD)-7
8HSIN-CS is governed by the sectors
- Each Critical Infrastructure Sector / Key
Resource Area controls its individual HSIN-CS
portal. - Information on the portal is considered
sector-owned and not government records - The SCCs role includes ...
- Setting the vision for HSIN in the sector
including how, when, and why the various tools
will be used - Determining policies for content and user
management - Facilitating Deployment of HSIN-CS to the sector
- Outreach to sector membership
- The SCC and DHS roles in operating HSIN-CS are
being documented in a MOU for each sector.
Signing of the MOU moves each sector HSIN from
pilot to production.
