- The IDP for the Lephalale Municipality
(Lephalale) was put in place for the first time
in 2002. - The revision process which started in January
2003 and the final draft is currently available. - Inputs to these IDPs were mostly focused on the
social needs of the community little large
strategic focus were included. - All stakeholders decided to initiate a process
for the development of a strategic plan for
Lephalale 20 year focus. - This plan should provide the economic backbone to
underpin the current IDP and to ensure large LED
projects materialise.

6The group identified positioning ideals for
Lephalale. These can be summarised as providing a
sustainable growth environment for the benefit of
upliftment of the people and by being a flagship
of development within Limpopo.

7Certain strategic issues were identified that
hampers the achievement of these ideals. These
were the ineffective utilization of resources
within the municipal area, exacerbated by
inadequate economic infrastructure and the lack
of structured forums to address these issues on a
continuous and pervasive basis.

8The group considered the ideal situation, i.e.
defining the perfect municipal area (key
success factors). This can be summarised as
capacity building on a planned basis, the
strategic positioning of the municipal area as an
attractive investment area (strategic marketing),
and collaborative governance (pro-active support
from all stakeholders to achieve these ideals.

9Lephalale has a good primary resources base with
strong leadership, is respected in Limpopo, but
should exploit these resources more optimally
within a framework of pro-active market
development with structured contributions from
all interested parties.

municipal offices.Access will be for anyone with
a need for support. 3.Support any business and
other ventures through the feasibility processes
to ensure successful applications for funds to
the financial institutions. 4.Support the the
successful applicants to execute projects with
professional help from consulting
professionals. 5.Initially the agency will be
funded from a joint fund that will be established
by the members in the company.Later it will be
self funding as soon as applications are approved
and payment for services have been received.Other
sources for funds will also be targeted to assist
with funding 6.Execution will be done according
the articles of association of the company 7.The
company requires R1,4 million to support the
implementation of the present list of initiatives
to feasibility stage. 8.The agency will report
back to the Lephalale LED company on a monthly
basis. 9.Will only assist where it is
requested. 10. Kumba and Eskom will provide their
own development processes for the large
expansions.

1.Project leaders will be appointed by the
Lephalale LED agent to execute the projects in
professional way. 2.Project leaders will be
funded from the funds approved for projects by
the financial or other institutions. 3. Investors
that have the capacity to arrange their own
project management can do so.Feedback will still
be required through the Lephalale LED pillars
