9NIAPS Gate Definitions
- Gate 1 NSLC CCw Assigned A Naval Sea
Logistics Center (NSLC) customer liaison has been
assigned to help the customer through the NIAPS
process. - Gate 2 Logistics Assessment Complete
Assessment includes a review of the Join NIAPS
Request (JNR) for completeness and that all
required logistical elements will be available
when needed by the NIAPS process. - Gate 3 Technical Assessment Complete
Assessment includes a review of the technical
aspects of the JNR and attempts to identify from
it the technical requirements of how to deploy
the candidate. This assessment evaluates
supportability, feasibility, compatibility,
security and information assurance. The specific
types of testing that occur during this
assessment include Installation testing,
integration testing, replication testing and
regression testing. - Gate 4 Training Assessment Complete
Assessment includes a review of the required
training deliverables associated with the
candidate.

10- Gate 5 DS Governance Approval Process The DS
Governance Board (DSGB) is the official and final
approval authority. They have the final
discretion and authority to approve or reject an
application candidates inclusion on NIAPS.
Green approved. Yellow decision in process.
Red Candidate rejection. - Gate 6 MOA Submitted for signature A draft
Memorandum of Agreement (MOA) has been developed
and represents services and deliverables
responsibilities between the Distance Support
Program Office and the Application Candidates
Program Office. Green all required MOA actions
have been completed. MOA will next be finalized.
Yellow draft MOA still being processed. Red
draft MOA has reached an impasse. Arbitrator
needed to resolve issues. - Gate 7 MOA Finalized Draft MOA has received
signatures and has been finalized. Green MOA
signed and copies distributed. Yellow
finalization in process. - Gate 8 Integration and Testing Completed The
DS Innovation Lab (DSIL) has finished all of
their required testing. Green Proceed to next
gate. Yellow final wrap-up testing is still
underway. Red Problems found during
integration and testing. Issues being worked
with application owner.

11- Gate 9 NETWARCOM Approval Authority To
Operate (ATO) approval is required by NETWARCOM
before application can be included on a NIAPS
release. Green ATO approval received. Yellow
ATO approval in process. Red NETWARCOM ATO
approval will not be granted candidate not be
allowed on NIAPS until problems have been
resolved. - Gate 10 Application Deployment Application
candidate has passed all assessments and has
received a favorable recommendation from the DS
Governance Board. It has passed integration and
testing. All required logistics deliverables
have been received and there is a signed MOA in
place. An Authority To Operate approval from
NETWARCOM has been granted making the application
candidate an official part of the next NIAPS
release. Green approved for deployment.
