for developing and promulgating Philippine

- STANDARDS DEVELOPMENT POLICY
- Harmonize/Align PNS with International Standards,
where appropriate, consistent with Philippine
Commitments under the WTO, APEC and AFTA. - Standards are developed on a consensus basis
taking into consideration the interest of all
stakeholders - Through the Technical Committee (TC) process with
representatives from industry, government,
academe, laboratories and consumer organizations - Time required to complete the process is
determined through the TC business development
plan but not to exceed 1 year

organizations - Ensure active and timely participation of all
sectors concerned by providing comments on
standards being developed to reflect national
interest - Increase use of electronic/IT facilities in
circulating, submitting comments on draft
international standards and ISO/IEC votes - Encourage manufacturers/industry, consumer
associations and academe to participate in
standardization work thru attendance in TC
meetings both BPS or ISO/IEC TCs and submit
comments on standards
6Electrical Product StandardsMaking Revisions to
Existing Standards Philippines
- The PNS shall be reviewed, as a policy, every 5
years by the TC concerned. However, PNS may be
reviewed as the need arises due to technological,
alignment with international standards and other
acceptable reasons such as proposal from any
sector. - The revised standard becomes effective as soon as
approved by the BPS Director or approved by the
DTI Secretary in case of mandatory PNS. - Implementing guidelines shall be issued to
program its implementation. Implementing
guidelines are prepared by Standards Conformity
Division.

- Requirements of Customs Agency
- MOA between BPS and Bureau of Customs
- Imported products under list of declared
regulated products shall not be released by
Bureau of Customs without prior clearance from
the BPS.
