3Exercise Aim
To practise, evaluate and review the existing
SASOP in facilitating a close and effective
collaboration amongst ASEAN Member Countries and
between ASEAN and relevant United Nation and
International Organisations in tackling a
massive national disaster
Standing Operating Procedures for Regional
Standby Arrangements and Coordinating of Joint
Disaster Relief and Emergency Response Operations
4Exercise Objectives
- To practice in coordination of requests offer
of assistance mechanism - To practice in coordination of cross-border
movement of disaster response assets - To practice on planning conduct of exercises
- To validate enhance SASOP with lessons to be
learnt
5Exercise Scenario
Scenario
6Mandai Housing Estate
- Relatively a small housing estate in the northern
part of Singapore - 20 residential blocks (4 storey)
- 3 rows of double storey shop houses (15 units)
- 1 shopping centre
- 1 x wet market
7Total of 40 units in each block with 200
residents per block Approximately 1200 residents
(in the affected 6 residential blocks)
8Exercise Scenario
- On 23 Oct 2007 at about 0315 hrs, several
multi-storey - residential buildings collapsed at Mandai
Housing Estate - The cause of collapse is believed to be related
to some deep - tunneling work carried out in the nearby
area - The prevailing heavy downpour at the incident
site caused further alarm as several residents
are trapped within the collapsed structures - Sixty people are confirmed dead and about 1000
are believed to be unaccounted for with hundreds
trapped - A state of civil emergency has been declared
- HCEG had requested for international assistance
to assist in rescue efforts
9Exercise Scenario
- About 5000 people were evacuated to safer places
- About 1000 people were estimated to be homeless
due - to severe damages to their houses
- All water sources within the housing estate were
affected - due to burst water mains
- All power and telephone lines were down
- Part of the service roads within Mandai Housing
Estate were impassable

- Safety Gears equipment handling
- Always don your safety gears
- Helmet (with secured chin straps)
- Rescue gloves
- Goggles especially when using cutting torch
or - power saw
- Adhere to all safety requirements when handling
- the rescue equipment
- Work in pairs, as far as possible
32- Safety Considerations

- Medical
- Before start of training or exercise, if anyone
not - feeling well inform the referee immediately
- If anyone has any serious medical condition or
- under medication please declare immediately
- Drink plenty of water
- Report all injury sustained, even if it is
- minor injury
- Qualified doctors, nurses, paramedics
- ambulances are on standby
