Progress 2006
  • The Project during the year completed the
    following important tasks
  • Completed the process of the constitution of
    Musalihat Anjumans in all the Union Councils in
    pilot districts as follows

  • Translation of Musalihat Jarga Rules in Urdu and
    dissemination of 1,000 printed books containing
    the Rules in Urdu and English languages among the
    stakeholders in the pilot districts.
  • Preparation of comprehensive consolidated
    Training Modules on Gender Sensitization and
    Legal Literacy for the Capacity Building
    Trainings of members of Musalihat Anjumans, Union
    Secretaries and elected representatives of Union
    Council. The Modules were developed in
    consultation with the Federal PMU and MASS
    Partners and Stakeholders from all the four
    provinces.
  • A national level TOT was organised by the
    provincial PMU NWFP which was participated by
    MASS partners from all other provincial PMUs of
    the project. A batch of 6 master trainers from
    each provinces participated. These master
    trainers trained another batch of trainers at
    their respective provinces who then imparted the
    field level trainings. In NWFP, 14 trainers were
    trained by the provincial PMU with he support of
    MASS partners

  • A MoU with the MASS partners was signed and under
    this MoU a comprehensive training plan was
    prepared in the area of Gender Sensitization
    and Legal Literacy. Under the plan trainings
    were conducted and union council nazims, naib
    nazim, councilors, and union council secretaries
    were trained in both the pilot districts as per
    the following details

  • Briefing to the IGP was held on the 4th of April
    2006 to seek the support of the police department
    and was attended by the representative from UNDP
    Country Office, Deputy Secretary MOLGRD, DIG
    Operations, DIG Police D.I.Khan range, DIG Police

Hazara Range, and National Project Manager, GJTMA
Islamabad. As a result of the briefing
instructions to the district police were issued
for extending support to the project.

  • Efforts were made to link the project initiatives
    with the judiciary and in this regard a
    presentation was made to the Honorable Justice
    Mr. Shahjehan Khan, Peshawar High Court
    Provincial Focal Person ADR Committee SCP on 2nd
    October 2006, He assured the support of the
    judiciary in the implementation of the project at
    the district level.

  • Orientation sessions one each at both the pilot
    districts were conducted for UC Nazims,
    Secretaries, during the year to apprise them of
    their role under LGO 2001 with specific regard to
    the GJTMA Project.
  • 10,000 posters explaining the functioning of
    Musalihat were printed and were disseminated in
    all (98) union councils of Abbottabad and
    D.I.Khan for awareness raising.
  • Planned workshops for Judiciary and police at the
    pilot district (to be conducted by MASS in
    December) in which judges from the session and
    subordinate courts of the project districts will
    participate.

  • Three Orientation sessions, two at District
    Abbottabad and one at D.I.Khan, for the district
    police were conducted on the functioning of
    musalihat jargas and their support to the jargas
    were sought. At Abbottabad a total of 20 and 25
    of police officers attended the briefing in both
    the orientations respectively including the DIG,
    DPO, DSPs, SHOs etc. while at D.I.Khan total of
    28 police officers attended the briefing

  • Awareness Raising Campaigns were held in all UCs
    of both the pilot districts of Abbottabad and
    D.I.Khan regarding the Musalihat Jargas by MAJA
    members through
  • Orientations at the union council level
  • Orientation with the District Bar
  • Orientation session with female District and
    Tehsil councilors
  • Radio Talk Show at the local radio and
    dissemination of messages
  • Advertisement on the local cables networks
  • Features in the project in the local newspapers
  • Awareness through CCBs, Village Organizations
    community gathering
  • Printing of material (Handbills)
  • Exchange Visit of MAJA Members

  • As a result of the Awareness Raising Campaign
    conducted in the Pilot Districts so far, people
    have started approaching the Musalihat Jargas to
    settle their disputes. As per reports received
    from the District Focal Persons from the Pilot
    Districts, in the Musalihat Jargas at District
    Abbottabad 100 cases have been registered out of
    which 66 have been resolved and in DIKhan 58
    cases have been resolved respectively in various
    union councils.
  • In order to ensure proper record keeping of the
    cases resolved through MJs, the Project provided
    reporting and record keeping material on the
    prescribed format i.e. Registers, Application
    Forms, and other Stationery items to Musalihat
    Jargas at each union council in the pilot
    district.
  • Furniture comprising of one table, five chairs
    and a Steel Almirah have been procured and are
    being provided to each union council for the
    office of musalihat jargas. .

  • The Project provided Display Boards to all the
    Offices of Musalihat Jargas to place on prominent
    places out side the office so that the people are
    facilitated in approaching the Musalihat Jargas
