PBLREQUIREMENTS AND CONCEPT DEVELOPMENT
10
Performance Based Logistics (PBL)
  • DoDs preferred approach for implementing
    product support
  • Describe performance goals for a weapon systems
    readiness
  • Eliminate non-value-added steps in the supply
    chain
  • Full accountability for readiness on the PMs
  • Contract for weapon system sustainment from
    organic providers, Industry
  • and partnerships
  • Benefits of partnering include leveraging
    efficient public facilities, maintaining
  • DoDs core capability and encouraging
    Industrial investments and technology
  • infusion

Concept is to leverage administrative and
technological Best Business Practices from the
TAIS PBL program. Migrate those concepts and
practices to other ATC systems
Capture Data
12
PBL SUPPORT CONCEPT AND INDIVIDUAL ARCHITECTURES
(Government / Contractor)
13
PBL ContractObjectives
  • Support Strategy Developed from Other Successful
    CLS / PBL Programs
  • Complete PBL Strategy Feasibility Study
  • Sole Source, Incentivized Cost Plus contract to
General Dynamics C4S (OEM) Huntsville, Alabama
  • PM ATC - Product Support Integrator (PSI ATC
    Logistics Branch)
  • PSI has Complete POM / Funding Responsibility for
    TAIS
  • Establish MOAs and Interface with Other Support
Providers (LOGSA, DAASC, and Other PMs
    In Progress)
  • PBL Status Reports to AMC, ASA/ALT-ILS and AAE
  • Evolve and Optimize the PBL Support Strategy

OEM / Product Support Provider
14
TAIS PBL Performance Metrics
  • There are two metrics used to calculate the
    earned fee
  • Fleet Operational Readiness RateGoal of PBL is
to maintain an OR rate that is / gt 90 Both
the TAIS Shelters and AWS are included in Fleet
Readiness calculations(Fee loss beginning at OR
    rates below 90)
  • Customer Wait Time (CWT)Measured from the time a
requisition is placed in the STAMIS system, to
the time the requested item is first attempted to
be delivered to the distribution POC(Fee loss
    beginning at 3 calendar days)
  • Total Incentive Fee
  • The Government will sum the incentive fee earned
    for FMC Fleet
  • Operational Readiness and the incentive fee
    earned for Customer Wait Time
  • to calculate the total earned fee.

TAIS Today Includes the Underpinnings for
Conditioned Based Maintenance
  • The uptime counter provides PM ATC with the
    following capabilities
  • Enhanced prognostic and diagnostic
  • techniques
  • Failure trend analysis
  • More accurate forecasting for
  • maintenance training
  • Validate maintenance procedures
  • and changes

The Uptime Counter is the first step toward
developing an Electronic Logbook for the TAIS
system. An electronic logbook, as seen with
aircraft programs, will provide commanders in the
field with this logistical data allowing them to
make more timely operational and maintenance
decisions.

THE GOODNESS OF TAIS PBL
BACKGROUND
  • Department of the Army Preferred Product Support
    Strategy
  • PM ATC currently has the first AAE approved
Performance Based Logistics (PBL) contract in
    place.
  • Initial contract Awarded 30 June 05
  • PBL strategy has proven successful supporting
    deployed and non-deployed systems
  • CURRENTLY
  • gt 90 OR DA Rate
  • gt 99 OR Rate for Contractor Furnished Equipment
    (PBL)
  • Support contractor (General Dynamics C4 Systems)
is currently able to field trouble calls 24 hours
    a day
  • Modularity increases complexity and top level
visibility of TAIS PBL is needed

GDC4S (PSP) Depot
PERFORMANCE EXCELLENCE
  • Product Support Provider (PSP), GDC4S,
    established world-class help desk
    SOLDIER-FOCUSED
  • 100 Warfighter satisfaction
  • Robust Logistics Management Database (LMD-GOVT
    access) provides increased forecasting/troubleshoo
    ting capabilities
  • Reduction in total ownership costs documented
  • MOS 94D enhanced training initiative increasing
soldiers on the battlefield and reducing
    contractor support needs
