9Current Provincial Government Priorities
- New Brunswick
- In May 2008 Recycle New Brunswick (RNB) was
created as an oversight/administrative body - Used tires and waste paint are currently being
administered through RNB with other waste items
under consideration - Nova Scotia
- Implementing Phase II of the Electronics
Recycling Program - Industry-led efforts will finalize product
definitions and determine Environmental Handling
Fees in advance of February 1, 2009 launch - Household Hazardous and Special Waste Program
moving forward - Project Charter has been signed by RRFB and NSE
branches of Waste Resource Management and
Pollution Prevention
10Current Provincial Government Priorities
- Newfoundland and Labrador
- Implementation of a province-wide waste
management system inclusive of engineered lined
landfills, leachate control, recycling, waste
diversion, and composting. - Prince Edward Island
- Collaborative approach to waste-resource
management issues as identified by Atlantic
Council of Ministers of Environment - Looking at E-Waste and Used Paint programs
11Current Stewardship Partnering
- New Brunswick
- Department of Environment pursues initiatives
with the support of the 12 Solid Waste
Commissions - Nova Scotia
- Department of Environment and Labour and RRFB
jointly pursue initiatives with the support of
the 7 Solid-Waste Resource Management Regions - Newfoundland and Labrador
- Department of Environment and Conservation and
MMSB jointly pursue initiatives with the support
of the 15 Waste Management Regions - Prince Edward island
- Department of Environment, Energy and Forestry
and Island Waste Management Corporation jointly
pursue initiatives
12Current Stewardship Prominent Issues
- New Brunswick
- Consultation with industry on the implementation
of additional waste streams - Program fees visible vs. internalized
- Nova Scotia
- Ability to ensure a level playing field
challenges of identifying all stewards obligated
by regulation - Potential for competing or separate plans causes
consumer confusion
13Current Stewardship Prominent Issues
- Newfoundland and Labrador
- Pursuit of new provincial recycling programs
focusing on an Extended Producer Responsibility
approach where program fees are internalized - Prince Edward Island
- Can Ban lifted May 3, 2008
14Current Studies
- Who Pays What An Analysis of Beverage Container
Recovery and Costs in Canada (Spring 2008) - New Brunswick Environment and RRFB Nova Scotia
contribute funding to this bi-annual study which
analyzes 2006-07 cost and recovery data,
providing a comprehensive examination of
container reuse and recycling programs in Canada
15Current Studies
- Nova Scotia Plastics Study (February 2008)
- RRFB Nova Scotia chairs the steering committee
which is now pursuing a series of next steps to
achieve some of the studys recommendations all
designed to enhance plastics diversion efforts in
the context of an Extended Producer
Responsibility (EPR) framework.
16Current Studies
- Atlantic Provinces Solid Waste-Resource
Cooperative Initiative (February 2007) - All four provinces engaged a consultant to
identify potential areas of cooperation and make
recommendations for regional programs for
specific waste streams and packaging - Used oil (including containers and filters) and
paint were identified as highest priority items - Approach will be primarily based on EPR but not
to the exclusion of other appropriate policy and
regulatory means
17Other Initiatives
- CCME has an EPR Task Group working on an EPR
National Action Plan and Sustainable Packaging
Strategy
18Future Whats Ahead in the Next Year or Two
- New Brunswick
- Recycle New Brunswick (RNB) was established in
May 2008 and will be overseeing the management of
a number of waste items. - Program priorities
- Waste Paint EPR collection program set for full
implementation 2008/2009 - Revising Used Oil Program to include containers
and filters - Begin industry consultation on e-waste management
19Future Whats Ahead in the Next Year or Two
- Nova Scotia
- RRFB Nova Scotia and NSE Branches of Solid
Waste-Resource Management and Environmental
Trade and Innovation have recently documented a
Partnership Commitment which will facilitate
alignment of priorities and actions to achieve
them - Program priorities

Recycling Program - Establishing a Household Hazardous and Special
Waste Program
20Future Whats Ahead in the Next Year or Two
- Newfoundland and Labrador
- Strengthen the Used Beverage Container Program
through the introduction of a depot licensing
regime - Establish a new province wide paint recycling
program - Establish a framework for a consumer based
collection and diversion program for waste
medical sharps and waste pharmaceutical products - Establish a framework for the introduction of a
province wide electronics (e-waste) recycling
program - Develop a small scale-low tech community
composting pilot program
21Future Whats Ahead in the Next Year or Two
- Prince Edward Island
- Pursuing Atlantic Cooperative Initiative
recommendations - Program priorities
