    policy
  • -During the 1960s and 1970s the numbers of
    non-tariff barriers to trade increased, despite
    the wording in the Treaty of Rome (article 7),
    which prohibits different treatment based on
    nationality
  • -A "useful" part of the Treat of Rome (article
    36) provides for the possibility of establishing
    trade barriers for reasons of public order,
    security and protection of life and health

The increased number of NTB leads to the
introduction of a "white paper" in 1985
  • -The white paper on the completion of the
    INTERNAL MARKET contained about 300 different
    proposals for EC directives, which would be
    realized before the end of 1992.
