28
Interoperable Communicationsaka Interop
A system of systems allowing a group of
independently operating systems comprised of
people, technology, and organizations to be
connected, thus enabling emergency responders to
effectively support day-to-day operations,
planned events, or major incidents.
29
Texas Radio Coalition(TxRC)
  • GOAL-
  • Assess status of interoperable communications
capabilities in Texas and develop statewide
    communications interoperability plan.

30
Texas Radio Coalition(TxRC)
  • TASKS-
  • Data Collection
  • Statewide technical survey of each jurisdiction
  • Conducted by 24 regional councils
  • 81 questions utilizing SAFECOM guidance
  • Focus Groups
  • 48 focus groups provided hot topics
  • TARC collected prioritized data
  • Stakeholders reviewed approved priorities
  • Plan submitted to DHS April 2008

31
Texas Radio Coalition(TxRC)
  • RESULTS-
  • Plan identified by DHS Office of Emergency
    Communications as BEST PRACTICE nationwide
  • Award of 63,017,169.59 PSIC Grant to State of
    Texas
  • 10 multi-region projects now under way (10 months
into the 36 month performance period with
    completion in 2010)

32
9-1-1/NextGen Update
  • Passage of HB 911 in 1987
  • COGs undertake 9-1-1 planning and implementation
on behalf of their local governments
  • The 24 COGs now provide state-of-the-art 9-1-1
equipment and training to local governments

33
What is Next-Gen 9-1-1?
  • Until recently, only land lines could reach 9-1-1
  • Recent technology explosion has resulted in
numerous devices that may interface with 9-1-1
    system differently
  • Next-Gen 9-1-1 seeks to address these issues
  • Provides more robust connectivity with any
    networked communication device
  • Allows transfer of 9-1-1 calls between distant
    PSAPs and EMD
