IGNOU RC Jaipur An Introduction
  • Indira Gandhi National Open University,
    Regional Centre for Rajasthan was established on
    16th December 1987 in Kota vide statue of section
    5 (2) xxxi of IGNOU Act, and later in 1990 this
    Regional Centre office was shifted to Jaipur, the
    State capital of Rajasthan. From 1990 to April,
    2002 it functioned from rented office premises.
    It was on 1st May, 2002 that we were able to
    shift to IGNOUs own RC Building. Since the
    inception of this Centre number of Study Centres
    and Programs have been steadily increasing. At
    present there are 50 Study Centres of IGNOU
    located in different institutions of higher
    learning / NGOs in various parts of the State of
    Rajasthan.
  • Out of the 32 districts we have been able to
    establish IGNOU Study Centres in 21 Districts so
    far. Now 11 districts, mainly from the Western
    the Eastern Rajasthan remain to be covered.
    Despite this substantial increase in the number
    of Study Centres from 4 in 1987 to 50 in 2006 and
    student registration from 1249 in 1991 to over
    17000 now we do not have all the sanctioned staff
    to cope effectively with the increased work.

Achievements ( 2001 2006 )
  • Established 08 Programme Study Centres for B.Ed.
    03 for Computer Programmes 02 for SAVINI
    01 for M.Sc. (DFSM) 01 for Diploma in Value
    Added Products from Fruits Vegetables in the
    State Institute of Agriculture Management ,
    Jaipur .
  • Established one Special Study Centre at Forestry
    Training Institute (FTI), Jaipur in
    Collaboration with the Forest Environment
    department of the Government of Rajasthan for
    promotion of Environment programmes of IGNOU .
  • Established 02 Regular Study Centres One in the
    Govt. Bangur P.G. College, Pali another one in
    the Govt. P.G. College, Sirohi. Both were opened
    recently in 2006
  • 11 Direct Receiving Systems (DRS) at IGNOU Study
    Centres and 06 Edusat Terminals (SITs) have been
    successfully installed in Rajasthan region One
    at the Regional Centre 03 at IGNOU Study Centres
    Udaipur(2302), Bikaner (2305), SriGanganagar
    (2310) 01 in Vardhman Mahavir Open University
    (VMOU), Kota and 01 in NCTE, Jaipur.

  • 50 ROTs have been installed in fifty Govt
    Primary/Upper Primary Schools for betterment of
    elementary education in Rajasthan under the
    Rajiv Gandhi Edusat Supported Elementary
    Education Project, Jabalpur . And , 15 more
    ROTs and 02 SITs have been sanctioned recently .
  • Transmission of IGNOU Gyan Vani FM Radio,
    Jaipur became operational from June 2006.
  • Regional Centre Jaipur has been identified for
    the establishment of Gyan Vani studio for
    content generation and unlinking.
  • Government of Rajasthan has agreed to have
    IGNOUs Ïnformation -Cum- Admission Centres in
    all the 30 District Institutes of Educational
    Training (DIETs) . The Licenses / MoUs have been
    signed by the Principals of the DIETs under the
    instructions of the Govt of Rajasthan , School
    Education Department .

Initiatives
  • Govt of Rajasthan is going to recruit over thirty
    thousand teachers at Primary and secondary levels
    . We have approached the School Education
    department of Rajasthan Govt to make CTE (for the
    Teachers of English) , CTPM (for the Teachers of
    Mathematics) and CES / ACE and / or CLP/CHR (for
    others) compulsory during their probation period
    (i.e. for their confirmation after a year or two
    ). And, I am happy to share that the Govt is
    positively inclined to this idea
  • Collaboration with School Education department of
    Rajasthan Govt for training Primary / Secondary
    school teachers through IGNOUs CTE CTPM
    programmes under Sarva Shiksha Abhiyan,
    Rajasthan
  • Collaboration with Rajasthan State Institute of
    Public Administration (RIPA), Jaipur for setting
    up IGNOU Study Centre, especially for Rajasthan
    Civil Servants.
  • Proposal for opening Programme Study Centre for
    Agriculture Programmes Diploma in
    Dairy Technology has been initiated with SARAS
    Dairy, a Govt. of Rajasthan Undertaking , Jaipur
    and Maharana Pratap Agriculture University,
    Udaipur.
  • Collaboration with the State Technical
    University , Kota to offer BCA and / or BA
    programme of IGNOU to the Poly-technique students
    concurrently with their regular diploma courses .
  • Collaboration with Rajasthan Police Academy,
    Jaipur for establishing IGNOU Study Centre,
    especially for Police Personnel for CDM , PGDDM,
    CHR etc.

  • Collaboration with Home Guards (Police) ,
    Rajasthan for CAFÉ , DAFE , CHR CDM. The
    Director General of Police (DGP) has agreed to
    the proposal for establishment of IGNOU Special
    Study Centre in Home Guards department .
  • Launching of CLP Programme in Rajasthan
  • For all the nine hundred students of B.Ed. In
    Rajasthan
  • For the newly recruited school teachers in
    Rajasthan.
  • Establishment of Mobile Study Centre for the
    small hutments (dhanis) in the unreached areas,
    especially the western border areas and Eastern
    Tribal belt will prove to be a quite effective
    and viable proposition .
  • Collaboration with Border Security Force (BSF)
    in the areas where rehabilitation and
    resettlement are taking place very frequently and
    as such the education of the eligible clientele
    of students of those areas get adversely affected
    . IGNOU Study Centre in collaboration with BSF to
    can provide hassle-free access for few of the
    basic programmes of like BDP and BPP to them .

  • In the last five years this RC has honoured about
    25 eminent public figures from various walks of
    life with IGNOU Friend badges for the concern
    and interest they have shown for IGNOU and its
    programmes . They have been directly / indirectly
    instrumental in the promotion of ODL system of
    IGNOU and its programmes in the region . We
    propose to organize a meeting of these IGNOU
    Friends as a token of our appreciation for their
    efforts and services in popularizing and
    publicizing IGNOU Programmes in Rajasthan. And,
    needless to say the presence of our Honble VC ,
    Prof VN Rajasekharan Pillai and Director (RSD)
    Prof C.K.Ghosh on this occasion will be a great
    morale booster
  • MOJARI, a well established NGO which works for
    marketing of ethnic Marwari Shoes (Jodhpuri
    Jootiyan) in India and Abroad may be associated
    with our Certificate Programme in Shoe Upper
    Cutting, Upper Stitching and Certificate in
    Shoe Lasting and Finishing.
  • We can have some viable collaboration with World
    Fame Jaipur-Foot through School of Health
    Science for developing a course to disseminate
    this famous technique in the country.

  • Jaipur is very famous for the gems , precious
    stones and Jewellery, we can have some kind of
    active collaboration through School of Continuing
    Education in this area .
  • In order to promote Cultural Tourism of local
    Folk Dances like KALBELIA DANCE which are popular
    not only in Rajasthan but all over the world
    through Festivals of India we can start the
    process of Certification of this unique and well
    established Folk Dance tradition through the Jury
    of well known and well established Kalbelia Dance
    experts and practitioners .
  • In order to have more professional and more
    motivated work force this RC has established a
    Staff Development Cell, which organizes
    motivational/inspirational lecturers of eminent
    dignitaries and motivators every month . To count
    a few we have had lectures on Time Management ,
    REIKI , The Art Of Living , How to Age
    Gracefully and the like
  • All the 30 DIETs of Rajasthan have been made sale
    outlets for IGNOU Student Handbook and Prospectus
    to promote BDP Programmes.

Drives
  • We are writing to the Regional Offices of all
    Banks for promoting MBA in Banking Finance .
  • Proposal to organize an Orientation Programme for
    the Principals of DIETs and Tehsil / Block level
    102 Schools in order to orient them about ODL
    system and IGNOU Programmes so that they may
    motivate school leavers to continue their pursuit
    of Higher Education by joining relevant
    Programmes of IGNOU of their choice and interest
    for better job opportunities and personal /
    professional growth. This is proposed to be
    undertaken jointly in Collaboration with the
    Govt. School Education Department of Rajasthan
    and STRIDE , IGNOU ..
  • We propose to have CIG, CTE, CTPM CLP
    Programmes activated at all B.Ed. Programme
    Study Centres as they are directly related to the
    course contents of some of their elective
    subjects . These programmes will not only help
    the students to have better understanding of the
    pedagogy of these subjects but will also add
    additional dimension to their professional
    qualification.

  • We intend to popularize DNHE, CFN, CNCC DECE
    Programmes in Girls Colleges/Schools / Home
    Science Colleges and Anganwari workers under
    Integrated Child Development Scheme.
  • A Meeting with the students of final year of
    Govt. Poly-technique Colleges is proposed to
    motivate them to do BTCM / BTWRE / BTME Programme
    from IGNOU.
  • In order to enhance enrollment for M.Sc.(DFSM)
    Programme we are writing to all the Colleges /
    University Departments where B.Sc and M.Sc. (Home
    Science) Programme are being offered.
  • Information Brochures giving details of all
    IGNOU Programmes, Eligibility Criteria, Fee
    Structure , Time duration etc. were specially
    prepared for promotional purposes were sent to
    all Districts Heads Disctrict Collectors,
    Superintendents of Police, District Education
    Officers Principals of 102 Schools
    Elementary / Play Schools, CMOs of Hospitals,
    DFOs, Reputed Nursing Govt/Non-Govt. Hospitals/
    Nursing Homes , and to all the Secretaries in the
    Govt Secretariat .

Failures
  • Inter- Regional -Transfer (IRT) and Study Centre
    /Address Changes are not being done in time due
    to heavy rush of courses .
  • Address changes / Assignment Grades are not being
    updated at SRE level in time which causes undue
    delay in the declaration of result of the
    concerned students .
  • Study Material is not being received in time by
    the learners , which disrupts the counselling
    schedules at the Study Centres , and thus affects
    the Learner Support Services .
  • PSC for M.Sc. (DFSM) has not received study
    material of II year courses .PSCs for B.Ed have
    not received full study material of B.Ed. Study
    Centres have not received the revised study
    material , especially of BCA, MCA OMT-101
    courses.
  • The DRS systems installed by IGNOU in the Govt.
    Women and Child Welfare Centres in Rajasthan are
    in utter neglect . Some drastic measures need to
    be taken to make them functional and viable .
  • Learner Support Services at the RC are not as
    satisfactory as we would ideally like them to be.

Measures taken for improving Learner Support
Services
  • To improve Learner Support Services at the RC one
    computer has been placed at the Reception for
    attending to the Student Queries, and all out-
    going calls have been barred on the reception
    telephone .
  • All relevant Information/ Circulars are
    prominently displayed on the RC Notice Board.
  • All Study Centres have been asked to organize at
    least Three IGNOU Awareness / Pre-Admission
    Counselling Camps during the month before the
    last date of admission in each admission cycle.
    RC too organizes these camps . They are also
    encouraged to put up IGNOU stalls in the local
    fetes and fairs .
  • Students of Management, Computer, Health Science,
    Masters Degree programmes have been asked to
    interact with the RC through E-Mail. Students of
    other programmes are also being motivated to
    create their own E-Mail IDs for faster
    communication / for prompt redressal of their
    grievances . On an average we are getting 10 to
    15 student queries through e-mails .
  • Information Brochures both in Hindi and English
    have been prepared and sufficient copies have
    been sent to all SCs / PSCs/ SSCs for providing
    the necessary information and guidance to the
    learners.
  • About 80 of our Study Centres are now
    electronically (through E-Mail) connected with
    the RC . In fact it the Study Centres located in
    rural areas and remote areas which need special
    attention for better learner support services .

Suggestions for Improving Learner Support Services
  • Being a Hindi state, we need one person
    exclusively for doing computer work in Hindi.
  • Whatever corrections are sent by RC to SRE
    Division should be taken up on priority and the
    master data should be updated immediately to
    avoid harassment to students and embarrassment
    for R.C. The two prime operational divisions at
    the hqrs. --SRE and MPDD need to be very
    sensitive to the problems of the RCs for prompt
    redressal of student grievances.
  • Computer training of RC Staff and staff
    development training every year by STRIDE for
    updation of professional understanding of the ODL
    system.
  • Two Air Conditioners to be provided for EDUSAT
    and Teleconference Hall at the Regional Centre
    Jaipur. Proposal has been sent .
  • For quick and prompt connectivity of the RC with
    RSD other divisions at the Hqrs and of the RC
    with the with the SCs ARDs during their field
    visits, RD should be provided with a Mobile in
    lieu of residential landline connection (with
    call limit or amount limit on it for its rightful
    use). I would even recommend for providing Mobile
    sets to the ARDs too as they are the ones who
    have to carry out the inspection / monitoring
    work in the field . I am sure at the mass level
    this scheme will be quite cost effective and
    Learner- Support -Service Friendly . Important
    Admission/RR/TEE/schedules etc can be SMSd .
    Solutions to the learner queries can be promptly
    provided.

  • Some viable mechanism needs to be developed for
    Online Submission of Admission Forms also.
  • E-mail IDs of all the students (to begin with few
    of the professional programs like MBA , BCA/MCA ,
    Health Science programs) can be created at the
    headquarter level and relevant academic support
    services like TC Schedules, status of Dispatch of
    Study Material, Declaration of Results etc. can
    be relayed simultaneously to the students of
    particular programs by School Directors. .
  • Each region should have a State Level Advisory
    Committee for identifying the local needs and
    suggesting new programs / Courses suitable to
    the needs of the region in the socio-economic-
    cultural context . This committee may comprise
    Govt Secretaries from the Depts. of Education ,
    Health , Social Welfare , Agriculture and eminent
    educationists and NGOs to make IGNOU more
    relevant to the regional requirements .
  • Tehsil /Block level Post Offices may also be
    involved in the sale of IGNOU Student Handbook
    and Prospectus to extend its reach to the remote
    and rural areas .
