    by doing.

    institutional ownership of the knowledge.
  • 9-The lack of knowledge favours distrust and
    citizen withdrawal.

    social control requires a process of bilateral
    training (example participatory budgeting)

    learning groups and professional teams into
    teams of knowledge management.
