- Because the Toughest Issues (and Decisions) must
be made as a Team / Family! - Where do we invest Improvement Modernization ?
- CTEIP, SBIR, AFOSR and PE807
- How do we prioritize TE capabilities?
- How do we reduce duplication between test ranges?
- What TE capabilities do we divest?
- How do we balance Capability vs Capacity?
- Some national assets just not scaleable
- Are we really willing to accept a cap on
Capacity? - Or will we just continue to accept just do it,
dammit!?
6So What is the AF TE Enterprise?
One Test Center Commanders definition An Air
Force initiative to systematically and
purposefully align the Users, AF/TE, SAF/AQ,
PEOs/SPOs, HQ AFMC, and TE Centers to deliver
effective TE capacity and capabilities now and
in the future.
- Its a Necessary Response to these Forcing
Functions - NDAA 03 and the FY08 POM
- New rules, new restrictions, and less money
- Extended period of neglected infrastructure
- Deferred maintenance and improvements
- Reqt for advocacy of national TE capabilities
- No single program or center can afford these
assets out of hide - Reqt for agile acquisition and expected
efficiencies - Working together in parallel, not separately and
sequentially
