- Monthly Business Survey MBS
- Annual Business Survey Regional ABS(R)
5BRES - Purpose, assumptions, and benefits
- Purpose maintain LU data on IDBR and support
regional estimation, and provide annual estimates
of employment - (at present, ABI/1 collects employment at co
level, BRS collects for sites) - Issues
- not yet clear how far integration will be
possible - develop in parallel with IDBR re-eng
- Assumption expanded sample to improve regional
level register data

- Statistical benefits
- essential support to IDBR to enable good quality
regional (and subregional) level outputs - improve efficiency of production of employment
estimates - improve timeliness of IDBR employment data, hence
improve accuracy of survey outputs - more robust and accurate national and regional
annual employment estimates.

- Purpose collect monthly turnover from all
sectors and possibly monthly/quarterly employment
and/or inventories etc. - Issues
- sample expansion to support early estimates of
annual regional GVA - admin data already available, can offset
compliance rise - topic coverage needs to be agreed for integrated

- assumed 2 stages (i) better estimation and
sample expansion for regional estimates ABS(R)
(ii) full modular design later - admin data not yet available so very high
processing and compliance costs in medium term - Assumptions triple sample size no admin data

13How much of Allsopp does BSIP cover?
- Covers
- regional GVA estimates, incl design of ABI and
short-term inquiries, and apportionment
methodology - simplify/amalgamate surveys, use admin data
- review industry stratification and alternative
estimation for detailed outputs - more sophisticated role for IDBR, incl
maintenance, integration with surveys, estimation
and apportionment techniques - fully coherent business survey system
- Does not cover
- EFS SERVCOM regional prices price surveys
trade in services public sector jobs
14Consultation
- Extensive internal consultation eg. workshops
already carried out - No formal external consultation until
funding/scope is confirmed - Expect to set up a BSIP Steering Group with
external membership - As well as SG, will be consultation through web,
meetings with Depts etc.
