revolutionary spacecraft systems and
architectures to enable distributed science data
collection, explore extreme environments, and
lower mission costs. - RFA for Large Aperture Technology
- (d) Large Space Systems - Develop concepts for
large, ultra-lightweight space structures and
apertures to expand mission capabilities, and
enable new visions of the Earth and the
Universe.

9Review Process
- All proposals will be evaluated by peer review
panels consisting of representatives from NASA,
other government agencies, and universities. - Proposals that are highly ranked by the peer
review panels will be submitted to the NASA
Enterprises for evaluation of their relevance to
Enterprise strategic technology needs. - ECT Program Manager will balance portfolio of
recommended proposals and apply program budget
constraints. Recommended proposals will be

- All evaluation criteria have equal weight
- Intrinsic Merit
- Overall scientific or technical merit of the
proposal and/or unique and innovative methods,
approaches, concepts, or advanced technologies
demonstrated by the proposal - Offeror's capabilities, related experience,
facilities, techniques, or unique combination
of these which are integral factors for achieving
the proposal's objectives - The qualifications, capabilities, and experience
of the proposed principal investigator, team
leader, or key personnel critical in achieving
the proposal objectives and - Overall standing among similar proposals and/or
evaluation against the state-of-the-art. - Relevance to NASAs Objectives
- Relevance to objectives stated in NRA
- Cost
- Realism and reasonableness of the proposed budget
11Education Public Outreach Proposals
- The Office of Aerospace Technology encourages the
submission of optional Education and Public
Outreach (E/PO) proposals to further NASAs
mission to inspire the next generation of
explorers. - E/PO proposals will not be a factor in the
selection of technical proposals. - An E/PO proposal may be submitted only by a
proposer whose research proposal is selected for
a funding award through this NRA . - The cost cap for an E/PO proposal by an
individual investigator is 15K/year. The cost
cap for an Institutional Proposal" that includes
several researchers located at the same
institution is 50K/year, not to exceed 125K
over three years. - The total period of performance for any E/PO
award may not exceed that of its parent research
award. - A selected Principal Investigator has two windows
of opportunity to submit an E/PO proposal,
either - (i) no later than 60 days after the date of
his/her letter of selection - (ii) no later than 90 days in advance of the

- The Governments obligation to make awards
through any program element announced through
this NRA is contingent upon the availability of
appropriated funds through the Federal budget
process. - 39M total funding available over 3 years (13M
per year) - Funding allocated to each technical area will
depend on the number and quality of proposals
received. - Expected funding
- Advanced Measurement Detection Technology (5M)
- Large Aperture Technology (5M)
- Low Power Microelectronics Technology (3M)
- Funding awards are expected to range from 100K
to 500K per year for 3 years.
