  • The projects in the Roadways CIP can be grouped
    into four categories.

Maintenance
  • The current CIP (06/07-11/12) includes annual
    maintenance funding in the amount of
    approximately 7.2M for the pavement maintenance
    program.
  • Current Overlay cycle is 24 years. Desired
    overlay cycle is 15 years.
  • Additional funding in the amount of 3.5M
    annually (current dollars) would achieve a 15
    year cycle.

Safety
  • Safety projects in the CIP are on-going in
    nature (recognizing that safety needs themselves
    are on-going i.e., it is a dynamic list).
  • Safety needs are identified by analysis of
    accidents and by citizen input.
  • Funding is provided annually and is used to
    address identified needs.

  • Safety needs typically fall within four
    categories
  • Roadway Improvements (Includes Rural Roads
    Program)
  • Signals
  • Sidewalks and other Pedestrian improvements
  • Visual Obstruction Reductions
  • Currently identified needs exceed funding by
    approximately 6.5M.
  • Additional funding in the amount of 3.3M
    annually (current dollars) would help better
    address safety needs.

  • Special Projects are established for a wide
    variety of reasons
  • Economic Vitality
  • Environmental Mitigation
  • Right-of-Way Acquisition
  • Major Safety Issues beyond on-going safety
    funding
  • Streetscapes
  • Transit

Special Projects
  • Special projects are not ranked per se, but are
    programmed in response to specific needs and
    opportunities.
  • Current special projects with unmet funding needs
    include
  • Lesner Bridge Replacement
  • Shore Drive Phases II, III, IV
  • Acquisition of the Norfolk-Southern Right-of-Way
  • Any projects resulting from the Pembroke Area
    Comprehensive Transportation Plan.

Congestion Relief/Capacity Improvements
  • Initial ranking through technical criteria.
  • Final programming of funding also involves other
    non-technical considerations network linkages,
    connectivity to other projects, commitments,
    funding availability, etc.
  • Ranked congested roadways table is attached with
    funding status of the congested roads noted.
  • Congestion Relief/Capacity Improvement projects
    in the current CIP have an unfunded need of
    approximately 180M.

Funding Gap of Current Program
  • Maintenance 3.5M (current dollars) annually
  • Safety 3.3M (current dollars) annually
  • Special Projects 22M for Shore Drive projects,
    70M for Lesner Bridge Replacement, and others as
    needed.
  • Congestion Relief/Capacity Improvement 180M
  • 170 Urban Program Projects
  • 10M Other City Projects
