4Methodology
- It's none of my business if a friend is drinking
too much. - It's none of my business if a friend is driving
drunk. - It's none of my business if a friend is driving
and talking on his cell. - It's none of my business if a friend is driving
erratic.
5Prevention Strategies
- Aggressively enforcing existing 0.05 Europe BAC
laws, and zero tolerance laws for drivers younger
than 21 years old. - Commands suspending driver's licenses of
military/civilian/contractors who drive while
intoxicated. - Post DUI/DWI in the Panorama and Stars Stripes
- Increase sobriety checkpoints at the gates.
- Health promotion efforts that use an ecological
framework to influence economic, organizational,
policy, and school/military community action - Multi-faceted community-based approaches to
alcohol control and DUI prevention. - Mandatory substance abuse assessment and
treatment for driving-under-the-influence
offenders.

7NAVY IMPLEMENTATION
- On 5 February 2007, VCNO approved the
following policy changes affecting PMV Safety - 1. DUI NJP GUIDANCE which will reiterate to Navy
Leadership that COs and OICs can impose NJP when
a service member has been charged with DUI, prior
to civilian adjudication. - 2. CELL PHONE LIMITATIONS that expand the current
DoD on-base prohibition of handheld cell phone
use by drivers to include off-base use as well. - 3. SELF REPORTING OF TRAFFIC VIOLATIONS mandates
the reporting of all on and off-base traffic
violations to ones chain of command.
8NAVY PROPOSAL
- Establishing a mandatory 8 hours bottle to work
place for all personnel and establishing a
maximum BAC of .04 for any personnel reporting to
work. - Authorizing the maximum use of Breathalyzers at
the command level to enforce the .04 max BAC. - Peer Accountability Pg 13 Entries that inform
Sailors that they will be held accountable for
intervening when they observe their peers getting
in trouble or violating standards on liberty. - Reiterating the existing policy that COs can take
a Sailor to Mast for DUI prior to a civil
conviction being adjudicated. - Setting maximum driving distances and hours
behind the wheel while on leave/liberty - Changes to the standard Leave Request form, which
will draw attention to the new policy changes.

- 2003 Naples started the distribution of
breathalyzers for the Christmas Holiday season - 2003 Tipsy Taxi program implemented and paid by
the Navy Chief Association - 2004 distribution of breathalyzers to Area
Orientation and at the Naples High School - 2004 Naples Navy Chiefs distributed breathalyzers
at Capo and Support Site Gates in support of the
program

- 2003 Sigonella started the first Driver
Improvement AAA program to everyone who drove a
vehicle on base. - 2004 Sigonella started the utilization of the
hand-held alcohol detector wands or Alcoblow -
