7ACE/ITDS Data Harmonization
- Data Harmonization is the iterative process of
- capturing,
- defining,
- analyzing, and
- reconciling the information into a standardized
format required by PGAs that will use ACE/ITDS - This superset of all required/desired data and
their associated definitions is called the
ACE/ITDS Standard Data Set (SDS)
Agency Data Elements
- The Data Harmonization Integrated Process Team
(DH IPT) task is the shaded area i.e. using all
PGA Data Element Questionnaires to create the
next version of SDS.

9Data Harmonization Process Description
- PGAs capture their Data Elements producing their
Agency Data Element Questionnaire mapped to the
Standard Data Set (SDS) - ITDS Data Architects (ITDS DAs)
- Cluster the Data Elements of all PGAs into
categories - Identify Similar Data Elements
- PGA SMEs and ITDS DAs Attend Data Harmonization
IPT (DH IPT) Kick-off - ITDS DAs visit PGAs to
- Validate Maintenance SDS model
- Clarify PGA Data Elements for Harmonization
- Conduct DH IPT Work Sessions in which PGA SMEs
and ITDS DAs collaboratively - Evaluate Candidate Data Elements
- Recommend New SDS Elements
- Update SDS to new version
- Map new version of SDS to eCP Logical Data Model
(LDM) - Map new version of SDS to World Customs
Organization (WCO) Model - Map new version of SDS to Multi-Modal Manifest
(MMM) Model - Produce SDS Reports

12Assumptions for Data Harmonization
- Only data elements from PGAs who have completed
one-on-one meetings by 2/18 can be considered for
this round of Data Harmonization - Maintenance version of SDS will be used as the
baseline - Scope of new version of SDS will include
- All Release 5 data elements
- Multi-Modal Manifest (MMM) data elements
- Data elements used for both import and export
- Export only data elements, if time permits
- All SDS candidates not included in new version of
SDS remain as candidates for next Data
Harmonization beginning May 2005
13Purpose of PGA one-on-one meetings with ITDS Data
Architects
- Verify that the Agencys Data Element
Questionnaire is properly mapped to the
maintenance SDS model - Validate the pre-grouped clusters of similar PGA
data elements - Assure Agency Data Elements are aligned with
correct WCO data element groups - Confirm Data Elements are correctly mapped to the
Business Process Areas - Manage Accounts
- Manage Release Validate the timing assumptions
for data elements - Pre-arrival
- Arrival
- Manage Post Release
- Manage Export
- Manage Finance
14Process for Work Sessions on each WCO Data
Element Grouping
- Summarize decisions made on action items from
previous work session, if any - Present the list of SDS Data Candidates in UNTDED
data element group(s) for this work session in
seven subgroups - Pre-arrival
- Arrival
- Post-release
- Accounts
- Export (subgroup will be addressed in separate
session, if time permits) - Finance
- Miscellaneous
- Each subgroup (except Export) is assigned a time
segment in the agenda, based on the number and
complexity of the data elements in the subgroup - An ITDS DA will facilitate a discussion to
recommend - SDS candidates to be combined, including updating
descriptions - SDS candidates to be added to the new version of
the SDS - Unresolved candidates or other issues by the end
of the time segment will be assigned as action
items to be worked on between work sessions
