How do I find affordable housing? What is
available? Whats an FMR? How can I help my
client find housing?Buying a house seems so
complicated.How can I possibly own my own
home?How can I get a new roof?

  • These are common questions asked by lots of
    people.
  • I hope to answer a few of them for you today.

Housing Terms
  • Like any specialty area, housing has its own
    vocabulary
  • Knowing the vocabulary can assist in the process
    of locating affordable housing

Standard Terms
  • PHA Public Housing Authority/Agency- Any state
    or local government entity or its agency which is
    authorized to engage in or assist the development
    or operation of low-income housing. Public
    Housing projects are owned by PHAs, but supported
    through funding from the federal government
    (HUD).
  • FMR Fair Market Rent the level at which a
    program will subsidize a certain size unit and
    this rate includes utilities
  • Utility Allowance the amount that has been
    figured by the local Public Housing authority as
    a reasonable amount of utility for the type of
    appliances, heat and A/C in a home/unit

  • Housing Quality Standards (HQS) This refers
    to the rules used when inspecting a rental unit
    to determine if the housing is safe, decent and
    sanitary.
  • Mortgage - means the deed of trust securing the
    related Mortgage Loan and encumbering a
    Residence.
  • First Time Homebuyer- means an individual who has
    not had a present ownership interest in his or
    her principal residence at any time during the
    three (3) year period ending on the date he or
    she executes the Mortgage Loan.

What is affordable housing?
  • The generally accepted definition of
    affordability is for a household to pay no more
    than 30 percent of its annual income on housing.
  • An estimated 12 million renter and homeowner
    households now pay more than 50 percent of their
    annual incomes for housing.

WHAT IS AVAILABLE?
  • -HUD has numerous programs mortgage, grant,
    assistance and regulatory programs (110 in all)
  • -HUD programs range from emergency shelter to
    homeownership, from community planning and
    development to fair housing and equal opportunity

HUD PROGRAMS
  • Section 8 now known as the Section 8 Housing
    Choice Voucher (HCV) program
  • Permanent housing
  • Subsidy is with the person, who then chooses an
    unit in the private market
  • People pay 30-40 of their adjusted gross income
    and the Public Housing Authority (PHA) pays the
    remainder
  • Rent is based on Fair Market Rents for an area
    and include utility allowances
  • PHAs may establish local preferences for
    selecting applicants from its wait list

Recent Ruling
  • HUD recently passed a rule barring college
    students from receiving Section 8 vouchers.
  • However
  • H.R. 5117 would exempt people with disabilities
    from the HUD rule barring college students from
    receiving Section 8 vouchers.

  • Permanent housing
  • Rental assistance for eligible families who live
    in specific housing developments
  • Subsidy is with the address, not the person
  • People pay 30 of their adjusted gross income for
    rent

  • Supportive Housing for Persons with Disabilities
    (Section 811)
  • Permanent housing
  • For persons with disabilities (least one member
    of the family must be 18 years old or older)
  • To live as independently as possible in the
    community
  • With the availability of supportive services.

Section 811 in Missouri
  • There are several all over the state, urban and
    rural. Usually 10-18 units in size.
  • Most are owned by a service provider
  • Ray County Board of Developmental Disabilities
  • Greene County - Burrell
  • Newton County Ozark Center
  • Jackson County Community Housing Network,
    Concerned Care, Inc.
  • St. Louis City and County Doorways
  • Calloway County Crown Corporation
  • Cole County New Horizons

  • Shelter Plus Care
  • Permanent housing
  • with supportive services
  • for people experiencing homelessness who also
    have disabilities and their families.
  • Targeted disabilities are
  • serious mental illness
  • chronic problems with alcohol, drugs or both
  • acquired immunodeficiency syndrome (AIDS) or
    related diseases.
  • The program provides rental assistance for a
    variety of housing choices, accompanied by a
    range of supportive services funded by other
    sources.

  • Homeownership Voucher Assistance
  • A public housing agency (PHA), at its option, may
    provide monthly assistance to families that have
    been admitted to the Section 8 Housing Choice
    Voucher program in accordance with HUD
    regulations, that meet certain criteria, and that
    are purchasing homes in an amount that would
    otherwise have been provided to that family as
    tenant-based voucher assistance.

  • First Place Loan Program American
  • Provides below-market interest rates and cash
    assistance for down payment/closing costs.
  • American Dream Downpayment Initiative (ADDI)
  • Rural areas only
  • 6 grants available to qualifying homebuyers for
    down payment or closing costs through non-profit
    agencies in many communities in Missouri.

  • Regional Planning Commissions some administer
    home repair asst. programs
  • Meremac Regional Planning Comm. St. James
  • Habitat for Humanity build and rehab through
    volunteer labor
  • USDA Rural Development www.usda.gov loans and
    grants in rural areas
  • Veteran Affairs loans and grants to veterans to
    adapt a dwelling
