The right to work-a governmental responsibility

• The government is obliged to establish structures
  so that every able person can earn his living by
  his work.

  right to work

  important part of life.
• Many studies states that the work- place is the
  most important social arena for normal people.

• Labour market policy is a government
  responsibility.
• Social activities is a municipal responsibility

• A job ought to be the primary goal for all able
  adults.

• In 1991 a new reform transferred the
  responsibility for mentally challenged personnel
  from the county- level to the municipal- level.
• This was a result of a politically desired
  development where disabled should, to the largest
  extend be integrated into the community.This is
  what is referred to as mainstreaming..

• The labour policy is owned by the Parliament.
• The rules, based on the law is owned by the
  Government. i.e. the Minister.
• The responsibility for implementation and
  detailed rules are responsibility of NAV.
