MMIS Status
  • DSHS began interface analysis in May 2004
  • Work with vendor, CNSI, began in late February
    2005
  • Focus has been on startup activities
  • CNSI project staffing
  • Collaborative Application Design (CAD) sessions
    180 DSHS personnel in 30 groups planning for 12
    functional areas
  • Governance and project management deliverables

MMIS Status cont.
  • CNSI proposed 30 months instead of 24
  • Project budget for Phase 1 is 110.5M instead of
    70M approved by ISB
  • Vendor proposal higher than DSHS estimated
  • Certain costs moved into Design, Development,
    Implementation from Maintenance Operations
    (higher federal match)
  • Sterling Associates retained as QA vendor

  • Strong alignment with DSHS Enterprise
    Architecture Program
  • DSHS has appropriate governance organization in
    place to make decisions quickly
  • Recent addition of CNSI deputy project manager
    has been beneficial
  • CNSI has been very responsive to DSHS requests
    for personnel and process changes

  • CNSI project management has been slow
    addressing/escalating certain issues
  • Quality or expertise of specific CAD facilitators
  • Quality of initial deliverables
  • Review of deliverables has taken longer than
    planned
  • Other DSHS projects have been resistant to the
    enterprise approach of MMIS as enterprise medical
    payment system

ISB Staff Recommendations
  • ISB approve DSHS amended investment plan for
  • Investment cost increase from 70M to 110M
  • Project schedule extension from 24 to 30 months
  • ISB require other DSHS projects to make use of
    MMIS as agency-wide payment system to the
    greatest extent possible (DSHS Enterprise
    Architecture)

  • DSHS set firm dates for all deliverables and hold
    CNSI to those dates
  • DSHS require CNSI to staff Collaborative
    Application Design (CAD) sessions with
    knowledgeable and experienced facilitators
