FLOUR DISTRIBUTION MECHANISM WHOLE DEALERS TO
RETAILERS

SOURCES OF WHEAT

• Quota (wheat) is issued to each flour mill by
  food department in accordance with the district
  population.
• This quota is meant for grinding / sale of
  wheat in the respective district.
• In addition to this quota, Mill owners have
  stocks of wheat purchased by them directly from
  the market. Flour from this stock can be sold
  within and/or outside the district.

INTER PROVINCIAL MOVEMENT

• Every Province should have its stocks for food
  security according to the population and release
  them accordingly
• May be supplemented by PASSCO
• Price variation will not be much to attract inter
  provincial transfer
• A reasonable difference of prices can be accepted
  due to varying transportation costs.

PROPOSED MECHANISM

• Subsidized wheat/ flour will not be moved out of
  the province.
• Sale/movement of Wheat within the province but
  outside the district will be authorized by the
  concerned DCO.
• Flour from the private stock of the mills may be
  moved/sold anywhere provided they held private
  stocks as per their declaration.

PROPOSED MECHANISM

• The DCO or his rep on the confirmation of DFC
  will issue permit which will indicate the name of
  the Flour Mill, the purchaser along with his
  address, quantity of flour and the destination.
• Consolidated statement of the supply will be sent
  by the DFC to the recipient DCO the Food
  Department and the Punjab Food Department on
  daily basis.
• Food Department Punjab will monitor the supply of
  Flour outside Punjab.

Distribution Mechanism in Action

• STEP 1
• Flour Mills to provide list of buyers one day in
  advance.
• STEP 2
• Dealers to provide a list of expected sales to
  Retailers (name and quantity) at the mill gate.
• STEP 3
• List faxed to district administration from the
  flour mills.
• STEP 4
• District administration to forward list of
  retailers to the price magistrates.
• STEP 5
• Enforcement through random raids / checking
