Example 1
  • A farmer believes that his farm, from its
    location at a lake, has good qualities for
    tourism but he is confused. He applies for
    training connected with farm tourism. He goes on
    and applies for the diversification measure to
    build cottages and arrangements for sport
    fishing. The business expands. His non farming
    neighbours start microenterprises to supply to
    the visitors different products. The neighbours
    apply for investment aid in microenterprises to
    build a shop. And so on

  • 2. There is a common arena for all programmes in
    a region aiming at developing its economy and
    increase employment

Example 2 Arena for different programmes
  • Every county in Sweden must produce and follow a
    Regional development strategy in which
    different programmes for developing the region
    are put together. This includes the RDP, the
    structural funds and national programmes.
  • The strategy is produced by authorities in the
    county together with a partnership. The strategy
    functions as a common arena for the programmes.

Conclusion
  • With a common arena for different development
    programs, all authorities, including their staff,
    involved in different programs
  • will have a good opportunity to be conscious of
    the whole public mechanism for development in the
    county
  • will have good possibilities to create synergies
    between programmes in connection with own
    initiatives for development and the handling of
    applications for support.

Conclusion
  • The strategic document should have a legal
    status and be well known in the region as the
    basic instrument for the vision of a prosperous
    future in the region
  • If the strategic document is well-known to all
    potential applicants it can simplify for them to
    find the appropriate measure (one channel in)
  • Officers handling different programmes must be
    offered good service training also in programmes
    that do not belong to their prime area of
    responsibility

Conclusion
  • In the implementation process of the RDP, the
    County Administrative Boards must let other
    regional authorities (responsible for other
    funds) take an active part when applications for
    support are decided. How this system is
    elaborated is up to the regions to decide.

Conclusions
  • Clearly defined target groups, objectives and
    priorities within the programmes makes it easy to
    establish borderlines.
  • An on-going adjusting process on central and
    regional level will improve the delimitation made
    in the programmes.

  • In areas such as promotion of enterprise, growth
    and innovation in rural areas aimed at boosting
    competitiveness and employment, synergies as
    well as overlapping risks will occur
  • In RDP primarily operations under axis 3

Applications for support
  • Overlapping risks can be discovered either
  • by information in the application form, or
  • by the type of operation as such, it can be
    difficult to place grey area

Payment claims
  • A follow-up check must be executed before
    payment, to secure that no other support has been
    granted during the implementation of the
    operation.

Working group for Fund coordination
  • A group with participants from all Fund
    authorities has been established to deal with
    strategic questions related to complementarity
    and to avoid overlapping.
  • The group will e.g. work for training of the
    staff handling applications and further
    developing routines for the handling process, but
    also promoting collaboration between the
    different partnerships and so on.
