2003 Highway Signing Replacement - of Plans
Completed Combined Totals
Note Current replacement schedule is as follows
VIP sheeting 15 year replacement High
Intensity sheeting 12 year replacement
Comments District Sign Experts D1 replaced more
signs, 2,453 on contract, to catch up from low
replacement the previous year. D3 replaced
defective signs based on inspection, for highways
scheduled. D4 is piloting just-in-time
replacement, hence didnt have roads programmed.
I94 had a contract. D6 output was low due to
staffing cuts and more signs hit by traffic. Hope
to improve in 2004. D7 has signs purchased in
2002 remaining, which it will install when funds
available in 2005. D8 exceeded plan due in part
to replacement of cylindrical delineators, most
below stop signs.
- Comments District Operations Meeting, May 3,
2004 - 6.5 percent of signs were replaced in 2003,
falling short of the dashboard target to replace
8 annually to achieve a 12-year replacement
cycle. This measure does not capture backlog
needs of some districts. - The table shows the measure used in 2002 - the
percent of each districts signing plan
completed. It was useful at the operational
level, but didnt meet the department need for a
system condition measure. - Several districts and the Division Director
urged development of a uniform inventory system,
and an outcome-based measure that tells what
percent of signs meet reflectivity targets. This
is the 3rd year of collecting all sign
replacement (district and contract) data. We lack
a good inventory software system and resources.
We need to know more on how long signs last.
Several districts are doing pilots, including
night surveys of reflectivity. - Action
- The Maintenance Business Management Team will
improve system of measures and data collection.
