  simulate in lower airspace
• Several monitoring projects have shown that most
  RAs occur in lower airspace
• Also, these RAs last shorter (due to the design
  of TCAS)
• Hence, what will be the net benefit of RA
  Downlink?

  RAs are Adjust Vertical Speed, Adjust
• Most of these are considered operationally
  irrelevant
• Most of these are not, and do not have to be
  reported by the pilot
• TCAS 7.1 will change these RAs to Level Off,
  Level Off
• Operational relevance might change
• Pilot reporting might change
• Hence, what will be the net benefit of RA
  Downlink?
