- Smart Card ticketing has been a live issue for
PTEs since early 90s - Yorcard full scheme tender 2002/3
- A pilot project was conceived and let to Scheidt

11Yorcard Pilot Success Lessons
- There is a tendency for suppliers and procurement
teams to be over optimistic - Current solutions are too difficult for smaller
operators - There is a tendency to focus on technical issues
rather than the business processes and the
customer experience - A comprehensive on-site testing facility is a
necessity - One size does not fit all
- An adequately large, informed, skilled team is
required to manage the procurement and delivery
- The most complex ITSO scheme in the country
- The only one to issue and accept commercial
products - The only one with integrated and interoperable
smart products - Pilot running in Touch on only mode for over 12
months - Huge complexity of TOTO delivered in just over 6
months - Technical solution challenging, but achieved
- Lessons learned are guiding the way forward,
technically, operationally and commercially

13Impact of BSOG Changes
- BSOG changes will encourage larger operators to
build their own smart infrastructure and issue
their own smartcards, but will not create
interoperable, integrated ticketing commercial
agreements need to be made - BSOG changes may be insufficient to make a case
for smaller operators to implement smart card
ticketing schemes and current solutions are too
difficult to manage they need help to get into
(and stay in) the smart card club - Non PTE TCAs in the region do not have the
capability to process smart ENCTS transactions
(may be mis-allocating their concessionary
payments, and putting themselves at risk of
unfavourable audits)

- Region-wide interoperable, integrated ticketing
- Smart ENCTS processing and reimbursement
facilities available for all regional non-PTE
TCAs - A level playing field for all operators
- A regional multi-operator smart ticketing
solution, based on the existing Metrocard and
TravelMaster brands, expanded with innovative
products into new geographical areas (e.g. York,
Harrogate) - A regional e-money Pay as you Go solution which
allows a passenger to travel on any means of
public transport where they see the Pay as you
Go logo, and retains the commercial independence
of the operators

- Yorcard will achieve the vision by
- Creating cost-effective transaction processing
facilities for TCAs, Multi-operator ticketing
operations and public transport operators - Funding the development of a smart card ticketing
solution suitable for small operators - Creating a regional e-money offering to promote
integration in partnership with a suitable
E-Money Firm - Promoting the use of smart ticketing by issuing
branded, commercial interoperable cards on behalf
of operators and MTOs - Actively promoting Yorcards services in the
region and acquiring operators and TCAs as
customers.

- ITSO LASSeO have agreed co-encoding method
- LASSeO has published multi-application encoding
specification for Mifare and Desfire card types - LASSeO SCNF are preparing guidelines
- Minimum encoding for post addition of
applications - Print and encode Local Authority Entitlement
Number - Initial encoding of non-transport applications
- Few Concession passes are encoding with other
Apps - Switch to Desfire from 01/2010 provides new
opportunity - Desfire EV1 expected to be supported for 5-10
years

32Smartcard Testing by AIDC
- To ensure inter-operation, cards must either use
a common standard or applications run in their
own silos - LASSeO specification allows for a common
cardholder data area (CCDA) that can be shared
between applications - Applications can also be completely closed if
required but visible to other applications on
the card - AIDC-UK has developed a prototype software tool
for probing and verifying LASSeO compliant cards - Must ensure cards have been encoded according to
LASSeO to ensure inter-operation - Directory structures, application identifiers,
data identifiers, - data types and data encoding are checked
- Initial report provided testing service setup
