- FAO suggests that the CountrySTAT system should
be installed as part of the website of the
implementing agency - Windows server either 2000 or 2003 with IIS 5.0
or 6.0 - Install the PX-Web application (License from
Statistics Sweden) - Configure the CountrySTAT System Directory
- Internet Guest Account (IUSR) Read Write, Read,
Write - Launch IIS Process Account (IWAM) Read Write,
Read, Write - When Windows 2003 is installed a local group is
established called IIS_WPG. This group should

- Information Technology (IT) Solution
- The Information Technology (IT) solution used
in the implementation and development of the
CountrySTAT system is the PC-Axis Software
Suite. The PC-Axis software package serves as
the engine of the system. - serve as a platform for coherent, efficient, and
user-friendly dissemination of statistics - a Windows-based software
- can be freely downloaded in the web

is used for disseminating statistics either in
CD-ROM or in the Internet - requires no expertise in relational database
management - requires approximately five days of training

6PC-Axis Software Suite PX-Web
- PX-Web is used to establish dynamic tables
on Internet from PC-Axis files on MS-Internet
Information Server. This application is already
been used in more than 30 web sites all over the
world.
7PC-Axis Software Suite Main Module
- PC-Axis Main Module is a metadata-driven software
used for dissemination of statistics on CD-ROM or
via Internet.
8PC-Axis Software Suite PX-Excel
- PX-Excel is a Microsoft Excel Add-In
designed to create px files from Excel. It is a
simple and easy way of producing PC-Axis files
that did not require much knowledge of PX
keywords. PX-Excel does not support all PX
keywords.
9PC-Axis Software Suite PX-Edit
- PX-Edit is used for editing very large
PC-Axis files. It is developed at Statistics
Finland.
10PC-Axis Software Suite PX-Make
- PX-Make is used for producing PC-Axis
files from Excel or any other table in a grid
under Windows. The metadata is entered
interactively using cut and paste from any source
including the use of other PC-Axis files. PX-Make
is developed at Statistics Denmark.
11PC-Axis Software Suite PX-Map
- PX-Map can make Choroplet maps and symbol
from PC-Axis files. It is developed in Statistics
Norway. PX-Map is also available in web-version
called PX-iMap.
12PC-Axis Software Suite Features Services
- Dynamic generation of tables where users will be
able to interactively query the data and to do
the required transposition (or pivoting) to
generate the desired table formats - Easier and quicker generation of commonly used
statistical charts to support data analysis - Easier and quicker generation of Thematic maps
similar to GIS - Sufficient data and metadata exchange
- Can be converted/downloaded in several file
formats such as MS Excel, CSV and SDMX

- In preparation for or as an initial step
- Training workshop on CountrySTAT administration,
FAO Headquarters in Rome - In November 2005One (1) Personnel from NSCB
- In February 2006PSA sent two (2) BAS
personnel - Assistant Director -- focused attention on
the CountrySTAT statistical framework - Webmaster -- engaged more on development,
management and administration of the CountrySTAT
system - BAS personnel, with assistance from the
CountrySTAT program manager and the IT
Consultant -- identified the requirements and
other considerations in enabling the BAS to
host the CountrySTAT Philippines. - Project management and staff laid out the
plans covering the main activities - Capability building
- Conduct of Sub-regional workshop on
CountrySTAT and metadata - The installation of the CountrySTAT at the
BAS - Discussed with the Statistics Sweden and the
NSCB the installation and use of the PC
Axis family of software
14The National Training-Workshops
Two (2) national training workshops intended
for Statisticians and IT Specialists from the
four (4) major statistical agencies under the
PSS (NSCB, BLES, NSO BAS)
- First National Training (27 - 31 March 2006)
- Objective to provide and enhance the skills
of the Statisticians and IT staff of
different agencies in using the PC-Axis family of
software which is the main engine of the
CountrySTAT - Resource Persons The three (3) personnel from
NSCB and BAS who have earlier attended the
training in Rome - Resulted in
- Development and implementation of Guidelines
or Standards for the creation of PX-files and, - The forging of a Memorandum of Understanding
(MOU) among agencies involved.

- Second National Training (8 12 May 2006)
- Divided into two parts
- The first part (May 8 to 9) -- served as a
follow-up training for the IT specialists. - The second part (May 10-12) -- consisted of
workshops on metadata among the Statisticians
or Sector Specialists. - Major Output Draft metadata outline
The training workshop enabled the
participants to have a better appreciation
and understanding of handling the data using
the PC Axis and of the value of the
CountrySTAT and metadata system under the
existing PSS systems and procedures.

- The conduct of training on PC Axis across
operating units of BAS in the Central Office
and over the medium term this capacity
building exercise will be brought down to the
operations centers in the regions and even
provinces - The presentation or demonstration of
CountrySTAT as an advocacy on the use of
statistics - The presentation of metadata for the major
statistical domains and surveys in internal and
external fora - The updating or enhancement of the existing
linked metadata in the BAS website - The linking of the CountrySTAT Philippines
