- 2006
- First meeting of CAP led by IOCs Vice President
of Human Resources - 2007
- Sept-IOC engaged EEM consultants to meet one on
one with various stakeholder and conduct some
stakeholder mapping. - Oct- Next meeting of CAP stakeholders held in
Labrador West - 2008
- CAP continued to grow with new members joining
and everyone working together on the
issues/opportunities identified. - CAP meetings were held 3 times that year
- 2009
- CAP has held 2 meetings and will meet again in
November

- Initiated by IOC
- 30 stakeholders representing all aspects of the
community - Independently facilitated (partnership broker)
- Active since 2007, through rapid expansion and
sudden downturn - Community satisfaction with process and outcomes
- CAP Meets a minimum of 3 times per year

7Objectives
- The Community Advisory Panels (CAP) objectives
are to - Provide a consultative forum for Labrador West
and Sept-Îles stakeholders to engage in regular,
transparent, equitable, and constructive
dialogue. - Improve understanding of environmental, social,
and economic issues/opportunities pertaining to
mining operations and community development. - Collaborate in partnership to achieve shared
sustainable development goals and address
identified issues/opportunities

- Community owned engagement mechanism with shared
accountability - Constructive process focused on outcomes of
community benefit - Participatory planning, assessment, and
implementation - Joint development of mutually acceptable
solutions - Seamless engagement at an organic pace

consultant outside the community that provides
a focused individualized facilitation of the
action orientated communication.
