2Background Information
- Dinas is a 4th class municipality
- Situated along Illana Bay, a marine key
biodiversity area - Population of 33, 738
- Massive aquaculture in the 1970s and on-going
rampant illegal cutting degraded the vast
mangrove forests - LGU issued Municipal Ordinance No. 2009- 04
adopting the concepts and principles of
Al-Khalifa in local environmental management

- Source book prepared through the assistance of
the DENR-USAIDs Philippine Environmental
Governance Project 2 (ECOGOV2 ) - Emphasizes on what every Muslim needs to know
about his role in environmental governance as
informed by the teachings of Islam - Highlights the dichotomy of halal and haram
or the dos and donts or the lawful and
unlawful. A strong ethical code of conduct of
Islam.

5PROJECT OBJECTIVES
To improve the biophysical condition and
biodiversity of the 25 hectares denuded mangrove
and to develop it into an eco-tourism park in
3-year time.
GENERAL
SPECIFIC
- To plant 250, 000 (10,000 per hectares) seedlings
of mangrove species in the 25.0 has denuded
mangrove in 2010. - To construct a 500 m board walk within the 25.0
has mangrove with 5 watching stations at interval
of 100 m.
63. To provide financial (loan) assistance to the
130 Muslim family beneficiaries to be used as
capital for alternative livelihood 4. To provide
continuing environmental education to 130
Muslim family heads using the Al Khalifa 5. To
augment local revenues by at least 1 in 2013
through the eco-tourism park.
7PROJECT LOCATION AND IMPLEMENTOR
The project is located in barangay Nian and
shall be implemented by the Municipal Economic
Enterprise and Development Office (MEEDO) of the
Municipal Government of Dinas.
8TARGET BENEFICIARIES AND MARKET
- The primary target beneficiaries of the project
shall be the 130 Muslim fisherfolks that shall be
provided alternative livelihood financial
assistance - The target market for the ecotourism component
are both local and non-local tourists - Other residents of the municipality and fishers
of neighboring LGUs in Illana Bay will also
benefit from improved marine productivity

PROJECTED CASH INFLOW
Note The amount of Php 1, 500, 000 grant/loan
plus Php 60, 000 to be taken from the equity
shall be the total amount for relending to the
130 target beneficiaries at Php 12, 000 per
beneficiary for livelihood projects with interest
rate of 12 per annum and same fund shall be
relent on the 2nd and 3rd year to the same
beneficiaries

All the funds for this project shall be treated
as trust fund and shall be deposited in a
government bank under the trust account of the
Municipal Government.
12RISK ASSESSMENT and MITIGATION
- Risk from possible default in loan repayments
by the 130 borrower families - - can be mitigated through close supervision
and monitoring of livelihood projects by the
Municipal Agriculture Office and the Municipal
Economic Enterprise Development Office. - Pollution-related risk because of influx of
visitors - - this can be mitigated through the
Environmental Management Division of the Office
of the Mayor.

- Enhancement of environmental services through
effective conservation and management. - Contribution on the global efforts to reduce
greenhouse gas emissions through increase forest
cover by reforestation. - Creation of jobs in eco-tourism park and
livelihood projects. - Target families-beneficiaries have the
