WORLDWIDE ASSIGNABILITY

• Full Duty, ACC 100
• Issued Orders but fails to screen.
• Parent Command required to submit Unsuitability
  for Operational Duty msg IAW MPM 1300-800.

• LIMDU, ACC 105
• Returned to duty or Fit For Cont Naval Svc by
  PEB, req to screen w/in 15 days.
• If not WWA, Parent Cmd req to submit Assignment
  Limited Rpt IAW MPM 1300-801.

• Upon receipt of Unsuit msg or Assignment Limited
  Rpt
• Flag EASIS w/ NEC 0090.
• Add Unsuit Date in D13 and make note under PERS
  40.
• Contact Detailer for comment.
• Ensure orders are not cancelled until message is
  received.
• Make decision and issue response message.

• COMMAND RESPONSIBILITIES
• Upon receipt of Operational Orders
• Submit message to PERS-40BB/MM of
  unsuitability.
• Ensure base PSD enter avail (100 or 105) in the
  system.
• Send additional messages of unsuitability from
  other commands
• (this is not the gaining command
  responsibility)
• Process member for ADSEP, Fleet Reserve as
  directed by
• PERS-40MM.

GSA/ECRC Orders

• Command Responsibilities
• If member is found unsuitable for medical,
  mental, or other reasons, the command
• must provide tangible proof of the unsuitability
  (official Naval message, doctors
• orders, etc.) to PERS-4013GS.

• NPC Responsibilities
• Once proof of the unsuitability is received, US
  Fleet Forces will be notified.
• The Sailor will be taken off the GSA/ECRC rolls
  and the orders are cancelled.
• The Sailor is returned back to the rating
  detailer to re-negotiate.

WORLDWIDE ASSIGNABILITY(Fit for Duty, but not
for Sea Duty)

• Presently over 800 personnel with 0090 NEC (Not
  Operationally Suitable or Assignment Limited)
• In FY-08
• Staffed 802 Unsuitable for Operational Duty and
  Assignment Limited messages.
• Directed 239 ADSEPs and 123 Fleet Reserve
  Applications.
• If a person is found operationally unsuitable,
  the following will be applied
• If limitations are minor, member will be reviewed
  for Type 3 or 6 duty near an MTF.
• If over 18 years of service, member will not
  automatically be retained to reach 20 year fleet
  reserve date.
• If under 18 years of service, member may be
  considered for separation per MPM 1910-120 based
  on not being world wide assignable.
• Ensure commands are following MILPERSMAN 1300-800
  and 1300-801 when completing Operational/Assignmen
  t Screening Messages.
