1. Good governance definition
  • Adopted UNDPs definition of good governance as a
    good starting point
  • definition contains a comprehensive coverage of
    all key characteristics of good governance
  • the characteristics of good governance have been
    defined at a fairly generic level, which makes it
    relatively easier to customize them to the
    governance context one is handling
  • UNDPs good governance characteristics

  • Conduct an assessment of the context of the
    e-government project
  • Create working definitions of each of UNDPs
    broad constructs of good governance
  • Develop outcome and output indicators
  • Collect the baseline data on the indicators to
    establish the status of the various indicators
    before the implementation of the e-government
    intervention
  • Evaluate the outcomes and outputs (case study and
    action research)
