1. Good governance definition

• Adopted UNDPs definition of good governance as a
  good starting point
• definition contains a comprehensive coverage of
  all key characteristics of good governance
• the characteristics of good governance have been
  defined at a fairly generic level, which makes it
  relatively easier to customize them to the
  governance context one is handling
• UNDPs good governance characteristics
• Participation, Rule of law, Transparency,
  Consensus orientation, Responsiveness, Equity,
  Efficiency and effectiveness, Accountability,
  Strategic vision

2. e-Government components

• E-administration
• the computerization of internal government
  business processes, including business process
  re-engineering and the development of the
  required ICT infrastructure
• E-services
• the electronic delivery of government
  information, knowledge and services to various
  stakeholders through wide area network
  infrastructure and Internet connectivity as may
  be required includes G2G, G2C G2B
• E-society
• an electronic platform that facilitates
  interactions between government actors and civil
  society largely tends to be through a web portal

3.3 Indicators

• Outcome indicators
• measure relatively direct and medium term effects
  (on beneficiaries) of the programme/project
  outputs
• they answer the question How will we know
  success when we see it?
• Output indicators
• Track the most important immediate results of
  the project in numbers or percentages for
  quantitative indicators e.g. increase in no. of
  residents having access to service

5. Methodological framework

• Conduct an assessment of the context of the
  e-government project
• Create working definitions of each of UNDPs
  broad constructs of good governance
• Develop outcome and output indicators
• Collect the baseline data on the indicators to
  establish the status of the various indicators
  before the implementation of the e-government
  intervention
• Evaluate the outcomes and outputs (case study and
  action research)
