2What is HiQ?
- HiQ is an online educator inventory
- system that
- Compares teaching assignment to teaching
credentials to determine if an educator meets the
federal definition of highly qualified - Generates reports for the US Department of
Education and all levels of the Georgia P-12
school system (SEA, REA, LEA, and building-level)
3HiQ Data Sources
- Georgia Professional Standards Commissions
Certification Information System (CIS) - Georgia Department of Educations
Certified/Classified Personnel Information (CPI)
System - Records linked through the educators SSN
4Certification Information System
- CIS reveals teaching credentials
- Continuously updated (transactional system)
- Includes the certificate fields, certificate
level, tests passed, and ethics status
5Certified/Classified Personnel Information System
- CPI reveals teaching assignment
- Collected three times a year (HiQ uses Fall CPI)
- Includes a subject code, job code, and part of
day for each educator in each building in each
school system
6What is the data flow?
- HiQ is loaded/updated in January using the
Georgia Department of Educations CPI data
collected in October - HiQ is continuously updated from the the Georgia
Professional Standards Commissions Certification
Information System (CIS) beginning in January - School systems edit HiQ beginning in January to
add HOUSSE and refine fuzzy data from CPI - Data is frozen near the end of the school year
7Teaching Assignment Data
- CPI Subject Codes
- Some CPI subject codes are ambiguous to HiQ
- Ambiguous means no one-to-one alignment between
a CPI subject code and a NCLB core academic area - Example Subject code for Social Sciences this
included classes in History, Geography,
Economics, Civics

- CPI Job Codes
- Some CPI job codes are ambiguous to HiQ
- Ambiguous means a lack of clarity as to the
grade level - Examples P-12, EIP Teacher, Special
Education Teacher

- Recode!
- School systems edit data in HiQ to replace
ambiguous subject and job codes with more
specific HiQ codes without ambiguity - CPI codes have improved over the last three
years

www.gapsc.org - Access requires an account
- Users may have view-only or edit capability
- Access may be restricted to a school building as
well as to a school system
