- NOT ONLY ON BLACKSPOTS
- MANDATORY ON TRANS-EUROPEAN NETWORK
- Any reason not to apply it
on the rest of Road Network?

18RSI-CONTENT
- Routine Inspections and Inspections of Road Works
(Annex III of the Directive) - Inspections undertaken regularly by Competent
Authority - Frequency Inspections as needed for adequate
levels of Road Safety - Member States shall adopt guidelines for
Temporary Safety Measures to Road Works - Appropriate Inspection Scheme to assure Proper
Application of Guidelines
19i.e.
20The Principles of RSI (good practice)
- Elements of RSI represent risk factors for
accidents - Standardized activities to ensure inclusion of
all elements in a objective manner - Use Checklists at least initially
- For each element included a standardized
assessment should follow based on 3 categories - Traffic hazard that needs immediate action
- Element is deviating from accessible standards
but no short term action is needed. FOLLOW UP. - Element complies with accepted standards and in
good condition
21The Principles of RSI (good practice)
contd
- Document findings and propose safety measures in
STANDARDIZED form - Inspectors should be qualified for the job.
Conduct regular meetings for experience and ideas
exchange - FOLLOW-UP of RSI findings. CHECK whether
implemented or not.

26Cost of RSI
- Varies considerably depending on road category
and safety element - On average 600-1000 / motorway-km
- 10-15 km / man-day

- RSI in a team including
- accident analysis accident map
- analysis of the traffic conditions
- analysis of the constructional elements
- inspection on-site visit
- meetings and interviews with motorway maintenance
unit and traffic police - analysis of road surface (pavement rating - ruts,
