Definition

• Multi-system transportation balancing
• limited service only arranges and links the
  transportation/balancing contracts for shippers.
• full service takes over shippers
  responsibilities from third parties.

A TSO may offer Train Tickets

• But liberalised markets require that information
  about systems is equally available to all
  relevant players for reasons of
  non-discriminatory access.
• Therefore a TSO cannot have better access to
  information than any other shipper about its own
  or other systems especially when the TSO acts as
  a shipper for third parties.
• So, if a TSO offers train tickets, the service
  must be based on published information and their
  skills only.
• Any profit/loss by a TSO made on EU wide train
  ticket services should be separated from its core
  business tariffs.

Train Tickets are commercial services

• Commercial entities are equally well positioned
  to offer train tickets as TSOs
• A TSOs only competitive edge is that he knows
  the transportation business best.
• Non discrimination may require TSOs to unbundle
  train tickets services, as this includes
  arranging shipments in their own and third party
  systems.
