Title: New England Generation Information System

1
New England Generation Information System
  • Nancy L. Seidman
  • Massachusetts Department of Environmental
    Protection

2
New England-wide Benefits
  • Enables efficient simultaneous demonstration of
    compliance with
  • Environmental Performance Standard
  • Information Disclosure
  • Renewable Energy Portfolio Standard
  • Each New England state has requirement(s)

3
What are the Functions of New Englands GIS?
  • Load Serving Entity (LSE)
  • Assist in compiling data to comply
  • Generate reports for use by LSEs and regulatory
    agencies
  • Generation
  • Accounting for generation attributes and issuing
Certificates to the owner of the asset
  • Traders
  • Identify and use common platform for generation
    attributes
  • Regulatory Agencies
  • Consistent Reporting
  • Conserve generation attributes

4
GIS Working Group Process
  • Effort began in 1998
  • Necessary to have input from NEPOOL
    participants, ISO, contractors, environmental
agencies and PUCs from all New England states no
single party had all the answers
  • Technical details build on previous efforts in US
  • Policy issues not previously dealt with in such
detail, or across so many agencies and
    jurisdictions
  • Paying for GIS

5
Compliance Determination
  • DEP receives emissions data, but not electrical
    output
  • ISO receives electrical output, but not emissions
    data
  • GIS will marry ISO electrical output to facility
emissions data, to enable EPS compliance
demonstration in terms of pounds of pollutant/MWh

6
Pollutants Currently Covered by New England
Attribute Laws
  • NOx
  • SO2
  • CO2
  • CO
  • PM
  • Hg

7
Sources of Emissions Data
  • CEMS
  • Emissions data reported to state or local agency
    (typically annually or triennially)
  • Stack testing data
  • Emission factors

8
Regulatory Agencies Provide Ongoing GIS Support
  • Work with adjacent control areas (NY, New
    Brunswick, Quebec)
  • Approve methodology for multi-fueled units

9
Input still needed on
  • Methodologies for pro-rating
  • Cogen emissions electricity production
  • Electric output and co-firing
  • Emissions by fuel type for multi-fueled units
  • Complex facilities to test methodologies

10
GIS Overview - Imports/Exports
  • Imports/Exports - Unit Specific or System
  • Unit Specific Information
  • Eligible for RPS
  • Adjacent Control Area
  • Confirm energy was generated and flowed into NE
  • Not otherwise sold
  • Reserved Certificates
