RAST Resolution 10/2-4Automotive
  •  RAST Resolution 10/2-4 - resolves 2 (d)

  • The objective is to have an effective interface
    between the
  • telecommunication and the motor vehicle
    industries in respect of radio
  • equipment and systems to be installed or used in
    vehicles.
  • EMC or other approval regulations re. the use and
    installation of radio
  • transmitters in vehicles needs to be known and is
    a pre-requisite for the promotion of future
    Intelligent Transportation Systems.
  • PSOs and their members need to work with the
    motor vehicle industry and regulators to minimise
    compliance/approval-testing regimes for radio
    equipments to be used or installed in motor
    vehicles

  • type-approval of motor vehicles and their
    trailers
  • In force - now being revised the revised text
    has caused considerable debate between the
    automotive and telecommunication industries

Revision of the Automotive EMC Directive (1)
  • The Automotive EMC Directive (95/54/EC) is an old
    style Directive in that
  • it includes technical parameters and test
    conditions within the
  • Directive and requires 3rd party testing
  • More recent Directives, for example the EMC
    Directive are New
  • Approach in that they refer to compliance with
    generic Essential
  • Requirements which can be demonstrated by
    compliance with a
  • harmonised standard
  • The European Standards bodies CEN, CENELEC and
    ETSI are
  • mandated by the Commission Services to prepare
    harmonised standards
  • for the New Approach Directives
  • When the harmonised standards are listed in the
    Official Journal of the
  • European Communities (OJEC), conformance with the
    standard offers a presumption of conformity with
    the essential requirements of the relevant
    Directive

Revision of the Automotive EMC Directive (2 )
  • The concerns of the telecommunications industry
    were
  • expressed by ETSI in an open letter to the heads
    of
  • National Delegations from the chairman of TC-ERM
  • The overlapping regulatory requirements related
    to the application of the RTTE Directive
    99/5/EC, the EMC Directive 89/336/EEC and the
    Automotive EMC Directive 95/54/EC, which in turn
    requires mandatory 3rd party testing form the
    basis of the concerns

Comment
  • The revision of the Automotive EMC Directive -
  • 95/54/EC in Europe provides an opportunity to
  • ensure that the growth of telecommunications
    services
  • in motor vehicles required for Intelligent
    Transportation
  • Systems are other services are not hampered by
    over-regulation in the market-place
  • Automotive projects such as CALM and Electronic
    Fee
  • Collection could be delayed if the regulatory
    burden is seen to be too high
