Background
  • Potential risks are widely accompanying with the
    operation of hazardous chemicals, equipment,
    facility and manufacturing processes in chemical
    industry which is the major exporter in Taiwan.

Background (Contd)
  • In 2001, a fire explosion accident in Hsin-Chu
    Industrial Park brought billions loss, 46
    factories damaged in neighborhood and 109 people
    injured.
  • Fire, accidental release, explosion and chemical
    tank car accident are the top 4 accidents in
    chemical related industries.

Current Situation
  • National Fire Administration (NFA) has special
    forces and fire engines for chemical fire
    mitigation.
  • Mandatory process safety management for hazardous
    chemical work sites.
  • MOEA provides technical assists, such as runaway
    reaction control, process safety management,
    consequence analysis, intrinsic safety design,
    management of change, mechanical integrity,
    dispersion modeling, emergency response and
    incident command system, and fire prevention.
  • Mutual aid systems are organized and operated
    through all industrial parks.
  • Drills are frequently held.

Current Situation (Contd)
  • Through cooperation with the related government
    unit, eg. Industrial Development Bureau (IDB),
    Council of Labor affairs (COLA), Environmental
    Protection Administration (EPA), National Fire
    Administration (NFA), and Ministry of
    Transportation and Communications (MOTC), ITRI
    provides HAZMAT emergency consultation system and
    has completed the Chinese translation of NAERG
    (North America Emergency Response Guidebook).
  • ITRI and TRCA (Taiwan Response Care Association)
    co-established Emergency Response Information
    Center (ERIC) and hope to set up a mutual-aid
    system with three levels (Level I, II, III) in
    Taiwan.
