2Outlines
- Background
- Current Situation
- Accomplishments of Safety Program Implementation
- Recommendations for Safety Policy
- Future Goals
3Background
- Potential risks are widely accompanying with the
operation of hazardous chemicals, equipment,
facility and manufacturing processes in chemical
industry which is the major exporter in Taiwan.
4Background (Contd)
- In 2001, a fire explosion accident in Hsin-Chu
Industrial Park brought billions loss, 46
factories damaged in neighborhood and 109 people
injured. - Fire, accidental release, explosion and chemical
tank car accident are the top 4 accidents in
chemical related industries.
5Taiwan Industrial Accidents

FIRE
VAPOR EXPLOSION
1 Accident / 14 Days Most of accidents
happened in the small-and-medium sized companies.
TOXIC RELEASE
6Sectors Against Accidents
Chemical manufacturing
Plastic manufacturing
Oil and diesel related manuf.
Chemical material
7Current Situation
- National Fire Administration (NFA) has special
forces and fire engines for chemical fire
mitigation. - Mandatory process safety management for hazardous
chemical work sites. - MOEA provides technical assists, such as runaway
reaction control, process safety management,
consequence analysis, intrinsic safety design,
management of change, mechanical integrity,
dispersion modeling, emergency response and
incident command system, and fire prevention. - Mutual aid systems are organized and operated
through all industrial parks. - Drills are frequently held.
8Current Situation (Contd)
- Through cooperation with the related government
unit, eg. Industrial Development Bureau (IDB),
Council of Labor affairs (COLA), Environmental
Protection Administration (EPA), National Fire
Administration (NFA), and Ministry of
Transportation and Communications (MOTC), ITRI
provides HAZMAT emergency consultation system and
has completed the Chinese translation of NAERG
(North America Emergency Response Guidebook). - ITRI and TRCA (Taiwan Response Care Association)
co-established Emergency Response Information
Center (ERIC) and hope to set up a mutual-aid
system with three levels (Level I, II, III) in
Taiwan.
9Major Related Regulations
- COLA
- Hazard communication
- Review and inspection for chemical hazardous
work sites - Safety and Health guideline for workplace
facility - Dangerous machinery and equipment management
- EPA
- Toxic chemical management act (monitoring,
inventory, lock-out, work permit, transportation
permit, emergency response) - FPA
- Public dangerous goods management act
(reporting, fire protection, fire-protection
mutual aid system) - IDB
- Factory management act (mutual aid system)
-
10Accomplishments of Safety Program Implementation
- Accident Prevention Aspect
- Implement ISO 14001 and OHSAS 18001 for creating
a safer workplace - Improve Fire Fighting System such like fire
prevention, hazardous materials management, fire
agencys emergency response capacity, accidental
data survey, fire fighting network - Promote Voluntary Protection Program
- Communicate requirements of regulations and
guidelines with businesses and stakeholders - Provide technical assists and trainings such like
hazard analysis of process, consequence analysis
etc. for chemical industries particularly
11Emergency Response Procedures
- Status 1At the beginning of accidents, start to
response - Status 2When accidents expand, announce to the
overall - factory
- Status 3When accidents continually expand,
report to the - Administrative Office of
Industrial Parks, call - ERIC
- Status 4When accidents overwhelm, report to the
District - Emergency Response Commend
Center - Status 5 When accidents extremely overwhelm,
report to - the National Emergency
Response Commend - Center

- Integrate government, business and stakeholders
to improve safety management - Provide technical services especially targeted on
small-sized chemical companies - Implement ISO 14001 and OHSAS 18001
- Facilitate safety culture
- Enhance safety inspections
14Recommendations for Safety Policy (Contd)
- Technical Services Aspect
- Provide integrated safety technologies services ,
especially targeted on small-medium-sized
businesses and high risk industries - Improve self-management system
- Facilitate Mutual Aid System via supply chains
- Enhance commitments of managerial levels from
factories via technical services - Implement the techniques of risk assessment,
consequence analysis, emergency response
15Recommendations for Safety Policy (Contd)
- Trainings and Promotion Aspect
- Communicate regulation requirements with
small-medium-sized businesses - Provide target-oriented trainings for specific
industries - Edit and publish downloadable technical
handbooks, quarterly reports,journals etc.for
businesses - Broadcast safety and health programs
16Future Goals
- Short-term
- Continually implement risk management program
- Continually enhance safety and health inspections
- Continually enhance toxic chemicals management
program - Continually enhance Mutual Aid System in
Industrial Parks such like providing trainings of
chemicals management, incident response trainings
and drills etc. - Continually facilitate the capacity of disaster
control of district and central governments - Continually enrich chemicals management database
- Sponsor safety related researches and services
for chemical industry - Utilize internet knowledge-service to outreach
small-medium-sized chemical enterprises
17Future Goals (Contd)
- Long-term
- Upgrade safety culture
- Benchmark to industrialized countries safety
standards such like injury rate
Prevention
