Title: Challenges in fisheries management in vietnam
1Challenges in fisheries management in vietnam
- Dr. Nguyen Viet Thang
- Vice-minister for Fisheries

2Biomass and Total Allowance Catch in ViÖt Nam
3The Development of Fisheries Sector during
1981-2005
- Year 1981 2007
- Total catch (MT) 419,740
1,800,000 - Total fishing boats (unit)
28,021 gt90,000 - Total engine power (Hp) 553,915
5,300,000 - Total export value in 2007 -
3,800 - (Mill. USD)
- Number of boats with engine power lt 45 cv
constitutes 72 of the total boats. -
4In the period of 2001-2006, the capture
fisheries has contributed a significant part in
total fisheries production
5Total Marine Catch in Viet Nam
6 Average Catch/HP/year
Year 1985 1.11 T/Hp/year
Year 2005 0.34 T/Hp/year

Catch

9Fishing operation concentrate in coastal waters
10The overexploitation in coastal waters
The allowance catch in coastal water with depth
lt50m is 582,000 tons Overexploitation from 1991
(Catch in coastal water is 599,675 tons )

14Main Challenges in Fisheries Management
- The unmanaged number of fishing boats
- Small fishing boats increase 2,300 boats/year
- The over exploitation in coastal waters
- Number of fishermen increase year by year
15 The existing of harmful fishing gear and fishing
technique
- Coral reef have been degraded and damaged by
improper activities. - Harmful fishing gears are still exterminating
juvenile fish like stow net , push nets ( at
estuaries ) - Almost fishing gear currently used in fact
violate the mesh size regulation . - Harmful fishing techniques have not been deleted
. Using explosive , chemical substances for
fishing in many places are the risks that are
still uncontrolled .
16The low economic efficiency of fishing fleets
- Average catch per one HP per year dropped
- down gradually from 1.11 tons/HP in 1985 to 0.34
ton/Hp in 2005 - The competition in fishing
- Increasing number of hauling net per one day
- Increasing number of fishing day
- Reducing mesh size
- Fishing in forbidden areas
- Use harmful fishing gears or fishing technique .
17Community management Chain of fishey
management is lacking the bridge connecting
from government to fishermen

Fishermen
- It is necessary to set up the model Community
management
18Delegate the right to utilize near-shores
- Competition in fishing
- - Competition between small scale and big
scale fisheries - - Competition between different types of fishing
gears - - Competition between local fishing boats and
fishing boats from - other places
-
- - Delegate the right to utilize near shore
area to local - fishing communities to manage
19Solutions
- Quantity of fishing boats in coastal area is
needed to cut down - Applying the fishing license
- Develop the new works, to create jobs, employment
- To set up a community management system
- Applying responsible fishing.
- To strengthen institutional capacity , new
technology application , marine resources
assessment, scientific research works. - Develop the marine conservation parks.
