• The primary goal of the Texas First Responder
  Preparedness Program is to create partnerships
  among local, state and federal agencies,
  volunteer organizations and the private sector.
  The strength of the Texas plan is the
  implementation of regional, interlocking and
  supporting terrorism preparedness programs.

What is JRIES/HSIN

• Information Sharing

• HSIN-JRIES began as a counter-terrorism
  information sharing program under the name Joint
  Regional Information Exchange System (JRIES)
• HSIN-JRIES provides a internet based secure
  technology which allows real-time information
  sharing at the Sensitive But Unclassified (SBU)
  level
• Aggressive deployment HSIN to all States, Major
  Cities and then into all 3033 counties
• State Homeland Security Director's office
• EOC
• State Adjutant Generals office
• Other state level offices designated by each
  governor

• Establish Secret level network for sharing of
  terrorist intelligence information by the end of
  this year
• Develop policies and procedures to support this
  network
• Continue DHS efforts to consolidate and enhance
  legacy information sharing systems
• Explore collaborative efforts with other Federal
  Departments and Agencies which will achieve the
  IS goals and facilitate accomplishment of our
  mission

HSIN (JRIES)

• Joint Regional Information Exchange System
  (JRIES) is the secure collaborative system used
  by the Department of Homeland Security Operations
  Center (HSOC) to collect and disseminate
  information between DHS and Federal, State,
  Tribal and Local agencies involved in the
  combating terrorism mission. JRIES is
• Focused on information exchange and real time
  collaboration between Federal, State, Tribal and
  Local authorities.
• Includes information analysis tools and
  capabilities to support distributed collaborative
  analysis and reporting across Federal, State,
  Tribal and Local Law Enforcement and Intelligence
• Meets all applicable security requirements and
  has achieved system accreditation by the
  Intelligence Community
• Currently deployed to over 100 federal, state and
  local entities with many more connecting every
  month.
