- Share information and exchange experiences on
multilateral, multifunctional, strategic/operation
al level issues involving the military in peace
making and peace building and transition issues
in a complex emergency.

- Develop an appreciation of the issues affecting
the integration of multiple components within
modern complex contingencies - Emphasize the various Mission elements within a
multi-national and multi-functional peace
operations - Create an atmosphere for participants to exchange
information supported by Subject Matter Experts - Generate response strategies for national and
regional use

- Five day, scenario-driven seminar-game and
facilitated workshop (there will be a 1-day break
on day four) - UN Chapter VII peace operation in fictitious
location sets stage for peace operation, peace
building operations, and transition from a
regional peacekeeping force to civilian
authorities - Participants explore the civil-military issues,
interagency cooperation, and unity of effort - Methodology
- Scenario presented, with group tasks
- Facilitated working groups develop response and
ideas - Plenary sessions review and integrate them
- Wrap up session to develop consensus for next
steps

14Scenario
- The seminar-game will be scenario driven using a
mythical territory based on the geographical
information of the island of Tasmania, for which
the Government of Australia has provided
appropriate geo-data. - The seminar-game will be based on the concept of
multi- national participation in a complex
contingency peace operation mandated by the
Security Council, which includes the full range
of participation by political/diplomatic,
humanitarian, police and military components
15Scenario (continued)
- A peace operations scenario has been created
based on a border conflict between two neighbors,
which has resulted in a Regional need to
establish peace, maintain peace and then
transition to a United Nations lead Mission. - The crisis has not been resolved and the
international community has mandated a peace
operation to support the restoration of a
peaceful environment, support to the humanitarian
relief effort, demarcation of the border and the
peaceful return of the displaced to their homes.

a complex contingency. - The political management of a military focused
mission and the development of unity of effort
between components - The transition of responsibilities between the
military and various elements / components of a
mission - The interaction between the varied agencies and
organizations deployed to a crisis including
