- Project Objective
- To meet the California Regional Water Quality
Control Boards (RWQCB) Waste Discharge
Requirements for the San Francisco-Oakland Bay
Bridge New East Span. This requires Caltrans to
permanently capture and treat storm water for
approximately 131 acres of drainage area, from
west of toll plaza to Powell Street interchange
in Emeryville along interstate I-80. This
treatment of storm water would improve the
quality of water draining into Emeryville
Crescent and San Francisco Bay, and thus would
enhance wildlife habitat.
8Background
- Project Scope This project will involve the
construction of pump stations, drainage pipes and
related drainage structures to convey water
quality flow to bioretention basins and detention
basins where the storm water will be treated and
then discharged into the bay. This will also
involve planting, water pollution control and
erosion control in the basins and along the bay
shore line.

14Permits Work and Restrictions
- Replacement of all tree/shrub species impacted
during construction with native coastal shrub
species. - No storage and construction maintenance
activities in the marsh areas. - Fenced construction area (mouse fence) for
protection of salt marsh harvest mice. - Work restrictions during clapper rail nesting
season (February 1 to September 1) within
Emeryville Crescent.
