Title: WORKSHOP 1

1
  • WORKSHOP 1
  • DOPING

2
Statement
  • The European Elite Athletes Association stands
for a clean competition. Testing and sanctions
are an important deterrent against doping in
    sport.

3
Legal basis
  • Anti-doping policies should respect athletes
    constitutional, human and employee rights.
Principles of criminal law should apply.

4
Privacy
  • Athletes who have year round training or
competition schedules should be tested after
training at the training facility but not at
home. Their federation should be responsible for
    submitting their training and competition
schedule and location to the doping authority.
The private schedule of the athlete should not be
    required or given.

5
Representation
  • The EEAA finds the WADA Athletes Commission a
commendable effort to include athletes in the
process but would recommend that athletes
    associations, as truly representative bodies,
    also be included.

6
Difference between team sport and individual sport
  • Team sport athletes who have been suspended for a
doping offense should be allowed to train with
    their team.

7
Collective Bargaining/Social Dialogue
  • Doping is a collective bargaining/social dialogue
    issue

8
Recreational Drugs
  • Substances, such as cannabis, that are not
performance enhancing should not fall under anti
doping rules but be addressed as criminal or
    labor issues.

9
Scheduling
  • The scheduling of competitions and training
by leagues and federations must be coordinated to
provide for adequate rest and rehabilitation to
avoid doping violations as a result of overwork
    and chronic injury.

10
Education
  • The members of the EEAA would like to develop and
participate in an anti doping educational program
    with WADA.

11
The language of WAR
  • Doping is a social problem and the language of
war should be mitigated. Studies on the social
reasons for doping should be included and
rehabilitation should be part of the program for
    convicted dopers.

12
The principle of proportion
  • WADA is to be commended for recognizing the
principle of proportion and allowing for a
    warning in some cases.

13
Doping Passports or databases of medical
information
  • All information must be kept secure and any party
responsible for leaking information must be
    punished.
