• 13 scales with 9 points
• points 0-3 - working below the ELGs
• points 4-7 - working within the ELGs
• 6 is the expectation for the majority of
  children
• Achievement of 8 points - of ELGs
• Achievement of 9 points - working beyond the ELGs
