2General and administrative information
- In spring 2004 the structure of Russian
Government has been significantly changed and
number of the Ministries was decreased - Ministry of Atomic Energy of Russian Federation
was reorganized to Federal Agency on Atomic
Energy (Rosatom) headed by Mr. A Rumyantsev
(former Minister) - In spring 2005 Mr. S. Antipov, former director of
Kalinin NPP, became a President of Russian
Utility Rosenergoatom (the only Utility of NPPs
in Russia)
3New NPP Units commissioning and plans of
construction (confirmed in 2005)
- In December 2004 WWER-1000 Unit (Kalinin-3) was
started up with the new programmable IC systems
both at low and upper levels of the Unit control - Volgodonsk-2 (WWER-1000) start-up is scheduled
for 2008 - Kalinin-4 (WWER-1000) start-up is scheduled for
2011 - Balakovo-5 (WWER-1000) start-up is scheduled for
2011 - During last two years the design activities on
WWER-1500 are increasing, the new NPP with
WWER-1500 supposed to be started up at the
Leningrad NPP site

missions at different plants) - TACIS (projects on IC modernization at Balakovo,
Kalinin, Novovoronezh and other NPPs,
modernization of Leningrad NPP full-scope
simulator for HMI research of RBMK MCR) - Bilateral cooperation (France, Germany, Norway,
South Korea, USA and other countries)

- Design and qualification of new programmable
controllers for implementation in WWER safety
systems (VNIIA and Fizpribor, Moscow) - Development of philosophy of the IC design for
WWER-1500 and new generation of WWER-1000 - Development of VR-based simulation systems for
NPPs personnel training and knowledge management - Modernisation of IC at many RBMK and WWER Units
- Further development of certification system for
nuclear equipment, including main IC systems
10Main achievements in IC field
- Design and commissioning new computerized IC for
Kalinin NPP (Unit-3), implementation of soft
control for WWER-1000 for the first time in
Russia (separate reports to be presented by Mrs.
Dunaev and Bozhenkov, VNIIAES) - Qualification of TPTS (manufactured by VNIIA,
Moscow) programmable controllers for application
in systems important to safety, their
commissioning in safety and turbine control
systems of Kalinin-3 - Design and trial commissioning at Balakovo NPP
new programmable controllers (designer and
manufacturer is Fizpribor, Moscow) for
replacement of analogue devices (UKTS) used in
WWER safety and other systems. These new means
provide functional succession and do not require
any significant change of original project
documentation on IC. Number of IC cabinets can
be reduced by about 8 times

- Implementation at the nuclear power plants

enhancement (DSS, RRC Kurchatov Institute)

VR-Simulator to train maintenance personnel
- RRC KI and IFE (Halden, Norway) developed and
implemented Refuelling Machine Simulator (RMS-VR)
at Leningrad NPP - RMS-VR is on-line connected with RBMK FSS for the
operators shift team training and in 2004 it was
further enhanced to train the maintenance
personnel too

international requirements on design and
qualification of IC systems important to safety,
especially programmable ones - Human Machine Interface enhancement for new
generation of NPPs
