Bisbee Economic Focus
  • December 4, 2008

The Economy of Bisbee
  • Tourism is the core of Bisbees Economy. As you
    will see, our efforts in Tourism have paid
    dividends in the last three years.
  • Other aspects of our economy, principally
    consumer products, are actually a larger segment
    of our economy than Tourism. An analysis of
    Sales Tax Revenues shows that we are receiving
    the greatest amount of Sales Tax from the San
    Jose Area, followed by Old Bisbee. Consumer
    products and job creation may be the economic
    growth area of the immediate future.
  • Job growth and creation are the greatest
    prospects for the long-term. Our best
    opportunities for new economic development are
    around the Airport and in San Jose.
  • The best short term prospects for job creation
    are a new hardware store and expansion of the
    Naco Border Patrol Station, both in the San Jose
    area.

Queen Mine Tour
  • Over 50,000 visitors annually
  • Mine Safety remains a priority. Projects
    include the replacement of the entire rail
    system, replacement of Mine Car Wheels and the
    completion of the Escape Way.
  • New tours being developed include a Geological
    Tour exploring the genesis of the Mule Mountains
    and how minerals became so prevalent in their
    structure.
  • The new gift shop is complete and proving to be
    very popular.
  • A new web presence and electronic marketplace is
    scheduled for early 2009.

Turquoise Valley Golf Course and RV Park
Located just south of Bisbee, TV Golf Course is
the oldest continuously operated golf course in
Arizona. TVGC also features the longest hole in
Arizona, the par six, 747 yard Rattler. TVGC
also includes an RV Park with full hookups, and a
full-service bar with banquet facilities.

Visitor Center
  • Operated by the City of Bisbee and affiliated
    with the Arizona Office of Tourism and the
    Cochise County Tourism Council.
  • Newly renovated this year, with new paint,
    carpet, counter space, office space, signage and
    displays.
  • Projected 61,000 ( 5) walk-in visitors, 6,400
    ( 7) phone calls, 354 (- 60) e-mails, and
    190,000 ( 57) website visitors in 2008.
  • Advertised Bisbee on a new billboard in
    Tombstone, in 14 publications, 3 electronic media
    outlets, 8 media websites, and brochures in
    visitor racks all over the western United States.
  • Free advertising in tourism publications all
    over the country, priceless! (or, 139,829)

  • We had 11 programs this year, eight are new

  • We added the recreation room at City Park for

Bakerville Drainage Paving
Bakerville Drainage CDBG project is now
complete. A new round of CDBG funds has recently
been appropriated to continue repaving in this
neighborhood in 2009. Freeport McMoRan has
repaved a portion of American Ave. as a part of
their remediation efforts.

Arizona Street Repaving
In 2007, the city was awarded a 2.2 million TIP
grant for reconstruction, and a 0.5 million TEP
grant to add landscape and pedestrian features.
Because of the State Budget melt-down, we lost
our HURF Swap, causing serious delays in
Federal-mandated project review and
administration. We are committed to forge ahead
despite the new roadblocks, and now estimate that
we will go out to bid for construction during the
Summer of 2009.

Airport Projects
Widening and Overlay of Runway 17-35 is complete.
This 1.4 million project will allow larger
aircraft to land here in Bisbee. The city also
built a new maintenance hangar in 2008. Future
projects funded by the FAA, ADOT Aero, and the
city are now on hold pending economic resurgence.

TV Wastewater Re-Use
This project uses wastewater from the San Jose
Wastewater Plant to augment well water being used
to irrigate Turquoise Valley Golf
Course. Construction of this project is complete
and this 900,000 project was totally funded by
the Upper San Pedro Partnership. Final
approval of the Aquifer Protection Permit
Amendment from ADEQ is pending, but certain.

Senior Center Addition AAA
  • Early this year, SEAGO approached the city with
    an idea to establish a new office for the Area
    Agency on Aging. Funding for this project was
    supplied by SEAGO and the State of Arizona.
  • In November, the AAA moved into its brand-new
    offices at the Bisbee Senior Center. This agency
    will now be able to expand its services to our
    Senior population, providing services where the
    Seniors are located.

Plaza New owners of the Convention Center are
planning re-development of the building and
parking lot Commercial activity in 2008 included
the opening of a new Dollar General Store and the
private purchase of acreage along Naco Hwy for
the construction of a new Ace Hardware Store. The
best prospects for development activity in 2009
will be the development of the Ace Hardware Store
and the expansion of the USBPs Naco Station.

permits 1,103,967 Construction activity is
stable with activity of a year ago, perhaps
reflecting the nationwide meltdown in the
economy. Permit values are down about 2.5
million from last year, due to major projects at
Safeway and the County Courthouse last year.

Services The only municipal service we do not
provide is water treatment and distribution. We
are proud to provide these vital services to the
community.

Finance/Budget
The 2007-08 Fiscal Year ended with revenues about
247,000 in excess of expenditures. We had
projected that the FY 08 budget would end the
year balanced, so heading into uncertain times,
this is good news. The 2008-09 Budget projects
that we will end the year using about 115,000 in
reserves to balance the General Fund, not
counting the use of reserves dedicated to street
repair. We are cautiously optimistic about the
financial future of Bisbee. Our core industry,
Tourism, continues to hold its own despite
pessimism in other economic indices. We have
focused on diversifying our economic base to
create primary jobs and job expansion, which will
benefit the operating funds. In our enterprise
funds, we are committed to operating like a
business and maintaining self-sufficiency. We are
committed to balanced, sustainable growth both
residentially and commercially. We will also
continue to develop additional opportunities as
they come our way.

Looking Ahead - 2009
City Council and Staff are cautiously optimistic
about 2009. There are many challenges ahead
continuing to rebuild our infrastructure,
continuing to support and improve Tourism as our
core industry, diversifying our economy through
new opportunities, improving the quality of
municipal services you receive, dealing with
development, increasing our tax base and
remaining fiscally sound. Remaining fiscally
sound will be the hard part. The State of
Arizonas financial meltdown will impact all of
us in ways we have not even seen yet. But, we
will begin to see it early in 2009. I would be
remiss if I did not mention a key player in
Bisbees economic success over the last four
years. Mayor Ron Oertle, who just stepped away
after four productive years at the helm, deserves
his share of the credit for Bisbees stable
economic position. His support and his passion
for this city will be deeply missed. Thanks for
participating in the Bisbee Economic Focus. We
are happy that you care enough about our
community to attend. Oh, and one more thing
