2- GENERAL INFORMATION
- Web based application software Developed by NIC
for Payroll and Digitization of Service Book. - Software is hosted in a Server at Govt Data
Centre, Thiruvananthapuram. - Offices can access SPARK through computer
connected to Internet or KSWAN, by logging into
www. spark.gov.in . User manual can be down
loaded from the site www.info.spark.gov.in . - The software is not only for HFW, but for the
use of all Govt Offices through out state (about
32000 in number) ,covering about 5.25Lakhs Staffs.

3- SPARK Contain mainly 2 modules, one for Payroll
and Other payments, and the other for HR (Human
Resources). - A PEN (permanent Employee Number) is allotted to
staff on successful Data Entry of their Service
Book. Using this PEN as pass word , staff can
log in to the web site www.spark.gov.in and
view any details in Service Book (egdate of
joining, promotional details, Leave status,
PF,etc) and Salary details (eg Basic,DA,
Increments, deduction, pending installments,etc,
of any month/ year after the implementation). - SPARK Contain many facilities like Income tax
calculation, provision for on line filing of
property statement , etc. - Generalized Data such as DA Increase, Salary
Revision, etc will be updated automatically in
SPARK. Individual Data only need to be prepared/
updated by your office. - Integrated with TIS (Treasury Information
Software) aiming to e-transaction
4- In DHS itself 43,000 out of about 45000 service
books digitized - SPARK successfully running in Secretariat for the
last 3 years. - Implementation is already done in about 425
office under 27 depts. More than 1.5 lakh service
book of Govt staff is already digitized . - The first dept who successfully implemented and
running SPARK in HFW is the Drug Control Office.
Their HQ is using it for last 7 months. - IT Dept is the owner and Finance Dept is the
Co-Owner of SPARK. Implementation agency is
Kerala State IT Mission - IT Mission will support the data management,
training and handhold support. - It has been decided by Govt to unify payroll
management through the usage of SPARK. Salary
bill through SPARK only will be accepted by
Treasury after March 2009.
5- INFRASTRUCTURE NEEDED FOR SPARK
- Offices need to be equipped with necessary
infrastructure in order to implement SPARK. What
are needed? - Computer in Establishment section with broad band
internet or KSWAN connectivity , Networking, one

Printer is sufficient in case of small
institutions) and Training are the
Infrastructures needed to implement SPARK - RAM(memmory) in existing computers need to be
upgraded to 2GB. SINGLE 2GB RAM to be used,
replacing existing 512MB /1GB. - AMC of the Computers in all the institutions to
be renewed - DMO/DPM
6- To speed up the implementation, decision is
already taken in the meeting at Chamber of
Secretary (HFW), to - (1)avail BSNL Broad Band connectivity, at the
needed institution, as per terms and conditions
made between NRHM and BSNL. (2) network cabling
up to an estimate of Rs. 5000/- at the needed
institution can be done without tender
formalities, but as per advice of NRHM / IT
Mission. - The major features of the selected Broad Band of
BSNL are (1)Special Package for Health Dept
(2)256Kbps band width and 1GB download per month
(3) 4port rental modem (4)Annual expense is
Rs.3461/- only. - For getting BSNL Broad Band Internet connection,
Application in prescribed form copy of letter
no. BD/2-91/NRHM/08-09 DD for Rs. 3461
(Accounts Officer(cash), BSNL, Trivandrum) from
individual institution to submit to nearest BSNL

9- Administration Arrangement
- One DMU (Department Management User) for DHS is
identified(Mr. Subhash 9746457538). He will be
the Super Administrator for DHS. - Individual Institution shall have Administrators.
DMU will allocate user name and password to
institutional administrators. Details for same
including PEN to be furnished by the

- SECURITY OF DOCUMENTS
- The soft copy of Documents are Stored in Govt
Data Center at Co bank Towers, Palayam. The
physical and software security is 99.99 . Data
back-up is taken at 3 locations, Tvpm, Kochi and
Kozhikkod so that the security of Software
Documents is many times higher than physical
Document.

sheet is meant for writing details of 9
institutions. Each institutional representative
may use only one raw in it and pass over to
others.) - Coloumn(1)the total number of staff-This
includes SDOs also (2)No of Computers in the
institution, (3)Number and type of Printers
available , (4)Status of Internet connection
(details if already have Internet)
(5)Name , Designation
and PEN (Permanent Employee Number- marked in the
Service book) of staff to act as SPARK
Administrator (The custodian of Service book
shall be preferred)
(6)Contact details of the concerned staff and
Institution (phone/mobile no, e-mail address,
etc). (7)
