Critical Infrastructure Protection
  • The Homeland Security Act of 2002 provides the
primary authority for the overall homeland
    security mission.
  • This comprehensive plan is the National
    Infrastructure Protection Plan (NIPP), published
by the Department in June 2006.
  • Protecting and ensuring the continuity of the
critical infrastructure and key resources (CIKR)
of the United States are essential to the
nation's security, public health and safety,
economic vitality, and way of life.

10
DOEs Role in CIP
  • Homeland Security Presidential Directive 7
(HSPD-7) established U.S. policy for enhancing
    CIKR.
  • The directive identified 17 CIKR sectors and
designated a federal Sector-Specific Agency (SSA)
to lead CIKR protection efforts in each.
  • Under this authority, the DOE mandated the Office
of Energy Assurance (OEA) to establish Critical
    Infrastructure Protection testing areas within
    the DOE laboratory complex.

Develop tools, solutions, and mitigation
techniques to protect the nations critical
infrastructure from physical and cyber terrorism,
aging, and natural disasters.
One of Our Core Missions
The INL CIP Division is the go to place for
solving tough CIP problems

The CIP Division supports stakeholders and asset
owners/operators to demonstrably reduce security
risks and improve the reliability of our nations
critical infrastructures.

Part Of Our Strategic Plan
  • INL Strategic Plan
  • INLs capabilities and expertise, based on a
secure and isolated infrastructure, will also be
    developed to enhance critical infrastructure
    protection for the nation.
  • Through the use of the existing Critical
Infrastructure Test Range Complex, INL will
enhance its capabilities as the leading center
for protection of the nations critical
infrastructure with emphasis in the areas of
energy distribution, process control systems, and
    communications.

INL Optical Transport Network (OTN)
  • Multiplexed Optical CWDM and DWDM
  • INL employs Coarse Wavelength Division
Multiplexing (CWDM) and Dense Wavelength Division
    Multiplexing (DWDM) chassis
  • CWDM is cheaper and simpler, but does not offer
    the capacity of DWDM.
  • CWDM is adequate for campuses or for linking
    campuses through leased fiber.
  • The industry standard (ITU-T G.694.2), specifies
a set of wavelengths for use with CWDM systems.
  • Unlike DWDM, in which wavelengths are spaced less
than a nanometer apart, the new standard for CWDM
    specifies 20-nm spacing.
  • All 172 miles of INL fiber loop has been
characterized to support up to 32 lambdas at 10
    Gig
