PRECIOUS METALS RECOVERY PROGRAM
  • (PMRP) designed to save DoD money by recycling
    precious metals and use funds to offset cost of
    supplies for DoD activities. PMRP also saves
    money by reducing amount of hazardous waste
    disposed.
  • Purpose to implement and assign a coordinator
    for DoD PMRP for BUMED.
  • Number One Goal Promote an environmental
    protection and natural resources stewardship
    ethic within the Navy work force. This ethic will
    be fostered through the issuance of clear,
    understandable guidance, by providing suitable
    training for all levels of the chain of command,
    and by executive level commitment. (7

PMRP RESPONSIBILITIES
  • Defense Logistics Agency (DLA) has overall
    management responsibility.
  • Defense Reutilization and Marketing Service
    (DRMS-OCP) DLA coordinator for all programs
    associated with the collection, recovery, and
    processing of precious metals silver, gold,
    platinum, and platinum family of noble metals
    (palladium, iridium, rhodium, osmium, and
    ruthenium). Responsible for procurement, major
    maintenance and repair of recovery equipment.
  • Naval Supply Systems Command (COMNAVSUPSYSCOM)
    coordinates PMRP for Navy.

NAVAL MEDICAL CENTER
  • Appoint in writing a PMRP coordinator to
    implement, monitor and coordinate a formal PMRP.
  • Submit Recovery of Precious Metals Report to
    NAVMEDLOGCOM w/copy to HLTHCARE SUPPO by last day
    of month following end of each fiscal quarter.
  • Collect all excess precious metal items, exposed
    or outdated x-ray film, photographic film, dental
    scrap and recovered silver from fixing or
    stabilizing solutions for DRMO turn-in.
  • Operate and maintain assigned precious metals
    recovery equipment.
  • Establish records of silver test paper results,
    dates of silver harvest, amount, dates of
    chemical recovery cartridge or plastic hypodermic
    collection container change.
  • Provide security for the recovery equipment.
  • Establish PMRP audit board to review, at least
    semiannually.
  • Account for and turn-in precious metal-bearing
    items
  • Request PMRP supplies (silver paper test, plastic
    collection containers, silver recovery
    cartridges, etc.)

NAVMEDLOGCOM
  • Maintains liaisons w/COMNAVSUPSYSCOM (SUP 0322)
  • Provides assistance and monitors all MTFs and
    DTFs reporting requirements.
  • Reviews and consolidates quarterly reports and
    forwards to COMNAVSUPSYSCOM w/copy to BUMED.
  • Quarterly Recovery and Utilization of PMR is
    assigned report control symbol MED 4010-4.
    Approved by Chief, BUMED for 3 years from date of
    instruction.
